About this file

This is a Request for Proposal (RFP-196-25) issued by Boulder County Procurement for drug testing services to support the Joe Pelle Center ("JPC"). The services will cover up to 252 residents at the JPC as well as non-resident clients, requiring a vendor certified by the U.S. Department of Health and Human Services under the National Laboratory Certification Program to perform drug testing on urine and saliva specimens. The vendor must screen for eight standard substances including cocaine metabolite, THC, amphetamines, opiates, barbiturates, benzodiazepine, alcohol (ETG), and creatinine levels for urine testing, with additional substances available upon request such as synthetic cannabinoids, fentanyl, buprenorphine, and gabapentin. The vendor must provide both laboratory test panels and rapid point-of-care test configurations, offer menu flexibility to create custom panels, maintain chain of custody documentation, and deliver standard laboratory results within 24 hours of receipt with confirmations available within 48-72 hours depending on the specimen type.

The vendor must provide web-based results reporting systems with mobile options for paperless collections, automated client scheduling, and statistical reporting capabilities for program monitoring. A specialized support team must be available to interpret drug testing results and act as liaison to toxicologists, with the vendor responsible for defending test results in court if legally challenged. The RFP specifically requests pricing for a standard 7-drug urine panel plus creatinine, the JPC's current 9-drug panel including fentanyl, and additional panel options incorporating buprenorphine and synthetic cannabinoids, as well as oral fluid test panels and esoteric testing options. The vendor must utilize an in-house research and development team for continuous laboratory test enhancement and maintain specimen validity testing capabilities including specific gravity, pH, oxidants, and nitrites.

The vendor will perform drug testing on urine and/or saliva. The vendor will be certified by the U.S. Department of Health and Human Services under the National Laboratory Certification Program.

The following shall be screened for through drug testing:

• Cocaine metabolite

• THC

• Amphetamines

• Opiates

• Barbiturates

• Benzodiazepine

• Alcohol (ETG)

• Creatinine Levels (for Urine Testing)

Other substances may be included upon request including but not limited to:

• Synthetic cannabinoids

• Fentanyl

• Buprenorphine

• Gabapentin

Vendor shall offer the JPC options that include the above listed drugs in urine and oral fluid laboratory test panels, as well as rapid point-of-care test configurations. Vendor will include under this contract a selection of urine and oral fluid instant devices that include all the drugs noted above.

Vendor will provide the JPC with menu flexibility. Vendor will work with the JPC to create panels that fit JPC specific needs. For the purposes of this RFP, we have specifically included pricing for a urine lab screen panel that includes the required 7 standard drugs and creatinine, as outlined above. In addition, vendor will include pricing for the JPC’s current 9-drug panel that includes Fentanyl and other panel options that additionally include Buprenorphine and Synthetic Cannabinoids. Vendor may be requested to include other standard and specialty drug tests or build additional custom panels.

All urine specimens will be automatically tested for creatinine levels to help determine if the specimen has been diluted; additional specimen validity tests such as specific gravity, pH, oxidants and nitrites shall be available to order on JPC panel as desired.

Oral Fluid Testing Vendor will include pricing for oral fluid test panels that include all the substances above as well as pricing for additional esoteric testing, such as Synthetic Cannabinoids.

Vendor shall utilize an in-house research and development team that continually analyzes data points and looks for trends towards new laboratory test creation or enhancement.

The vendor shall provide the JPC with proof of chain of custody (flow of specimen in its testing stages), ensuring specimen traceability and internal chain of custody documentation process. General steps are as follows:

• Forms are completed and signed by both the donor and the collector as part of the specimen collection process.

• The security seal goes over the lid of the specimen bottle, and the label goes around the side of the bottle, both of which contain a unique identifier such as a QR code.

• A mobile platform may be used wherein the mobile security seal with unique identifier is scanned a spart of the collection process and placed over the lid of the bottle, then the signatures are gathered digitally on the mobile device screen and captured as part of the saved collection details.

• The sample bottle, along with printed form (if applicable), is placed in the double pouch specimen bag, which contains a sponge that will absorb urine if the bottle leaks.

• The urine samples are placed into the FedEx lab pack, that is sealed, the FedEx label is applied to the outside of the pack, and the FedEx courier will pick up the samples.

Vendor will provide standard Laboratory screen only results within 24 hours of receipt at the laboratory. This result will be made available to the JPC via web-based results reporting system.

Laboratory confirmations of presumptive positive screens for standard drugs of abuse conductive via gas chromatography-mass spectrometry (GC-MS) or liquid chromatography-tandem mass spectrometry (LC-MS/MS) methods may take up to 48 hours from receipt at the laboratory. Oral fluid Confirmations shall be reported within 72 hours from receipt at the laboratory. Vendor will provide specialty test result reporting performed via GC-MS or LC-MS/MS in 3-6 days, depending on the complexity of the test.

Result Reporting Vendor will offer web-based results reporting as well as mobile options for paperless collections, automation of client test scheduling, client check in via interactive voice response and web check in features, ability to log POCT instant read device results connected directly to automation that permits request for laboratory confirmation, consolidated result information and compliance information, secure, direct sharing of a specific donor’s result tata to key stakeholders, and statistical reports on demand for the purpose of monitoring program trends.

The vendor team will be trained regarding how to read the kind of information that is included in the results reports, answer common questions about the types of prescription drugs and other substances that can cause positives or cross reactions, and generally how to interpret THC, creatinine ratios to determine renewed use. The Vendor team will be available via phone and/or email. Vendor shall be responsible for defending test results in a Court of Law should the results be legally challenged.
