About this file
Summary of Lizard Wash Community Park Bid Documents
This is a bid set for the City of St. George, Utah, detailing construction requirements for the Lizard Wash Community Park located at 5955 S Painted Ridge Parkway. The project encompasses site preparation, earthwork, drainage infrastructure, utilities, concrete and asphalt work, landscape and irrigation, amenities, and structural installations including a restroom building, two pavilion options (30'x50' or 30'x30'), pickleball courts, sand volleyball court, pedestrian bridge, and parking facilities. The bid schedule contains 154 line items in the base bid covering general conditions, site mobilization, traffic control, clear and grub operations, dust control, erosion and sediment control, storm and sanitary sewer systems, water and irrigation infrastructure, electrical work, hardscape elements, landscape plantings, and site amenities. Four alternate bids are provided for pickleball courts expansion, pavilion size variation, south pond trail landscaping, and east/south trail completion. Quantities range from single units for major structures to thousands of linear feet for utility lines and square feet for paving and landscaping.
The bid structure requires unit prices and lump sum payments for specified work, with payment made at 95 percent upon substantial completion and five percent retained until final project closeout. A bid bond equal to five percent of the total bid amount is required, issued by a Utah-licensed surety company, and a 100 percent performance bond covering labor and materials is mandatory. Contractors must include all direct and indirect costs, overhead, profit, insurance, permits, and equipment in unit prices and lump sum amounts, with no adjustments permitted for deviations from estimated quantities. The bid schedule specifies numerous specialized materials including irrigation components from Rain Bird and Toro, specific pavement mixes, landscape plant species native to the desert climate, and pre-purchased elements such as the pavilion structure and pedestrian bridge that contractors must install. The City of St. George reserves the right to reject any or all submissions and waive formalities or technicalities in its interest.
