About this file
This is Amendment No. 3 to Request for Lease Proposal (RLP) Number 2PR0143 for commercial office space in San Juan, Puerto Rico, issued October 28, 2026 by the General Services Administration (Lease Number GS-02P-LPR00897).
The amendment modifies the lease term requirements and pricing terms for the RLP and the underlying lease document (L100). The lease term is established as twenty (20) years total with fifteen (15) years firm, during which the Government may terminate the lease in whole or in part at any time after the firm term expires by providing at least 120 days' prior written notice. The Government has renewal rights for two (2) optional five-year terms. Annual rent must be expressed as a cost per assignable building occupancy area (ABOA) and rentable square feet (RSF). Tenant Improvement (TI) amortization and Building Specific Amortized Capital (BSAC) amortization must be specified separately and expressed per ABOA and RSF per year, with amortization limited to the first five (5) years of the lease term; the Government is not liable for unamortized costs beyond this period. For lease term portions extending beyond the firm term, the shell rate must exclude TI and BSAC costs as they will be fully amortized within the first five years. For succeeding leases with incumbent lessors, amortized TI and BSAC rent payment will not commence until alterations are complete and accepted by the Government. The Government retains sole discretion over use of TI and BSAC allowances and may make lump sum payments or return unused portions in exchange for rent reductions calculated according to the agreed amortization rate over the first five years.

Please refer to Request for Lease Proposal (RLP) Number 2PR0143 which solicits lease proposals for space in San Juan, Puerto Rico.
This document amends RLP as follows:
1. Section 1.02, AMOUNT AND TYPE OF SPACE, LEASE TERM, AND OCCUPANCY DATE (FEB 2026), Subparagraph F:
F. The lease term must be Twenty (20) Years, Fifteen (15) Years Firm, with Government termination rights, in whole or in parts, effective at any time after the Firm Term of the Lease by providing not less than one hundred twenty (120) days’ prior written notice. This Lease may be renewed at the option of the Government for two (2), 5-year terms. The Government reserves the right in the Lease to not include an option, or to reduce the length of an option, if inclusion of the option would cause the Lease to score as a capital lease, in accordance with the Budget Scorekeeping:
Operating Lease Treatment paragraph of this RLP. Should the Government make the determination to modify the term or option(s), an amendment to the RLP will be issued.
2. Section 3.03, PRICING TERMS (FEB 2026), Subparagraph B.4.
4. The annual rent to amortize the Tenant Improvements. Such amortization must be expressed as a cost per ABOA and RSF per year. This must be all alterations for the Space above the Building shell and BSAC build-out. Such alterations must be described and identified in the drawings used to construct the Space. If the Offeror chooses to amortize the TI for a period exceeding the first five (5) years of the Lease Term, the Offeror must indicate the extended time in the offer. If the Government terminates the Lease after the Firm Term or does not otherwise renew or extend the term beyond the Firm Term, the Government must not be liable for any unamortized TI costs resulting from an extended amortization period.
3. Section 3.03, PRICING TERMS (FEB 2026), Subparagraph B.6.
6. A shell rate per ABOA and RSF for that portion of the lease term extending beyond the Firm Term. The rate proposed for this portion of the term must not reflect any TIs or BSAC as they will have been fully amortized over the first five (5) years of the Lease Term.

G. For succeeding Leases with an incumbent Lessor where the Government is currently in occupancy and possession of the leased Premises and where the Lease requires the Lessor to perform alterations using either the TIA or BSAC, the amortized tenant improvement rent and/or BSAC rent will not commence until the alterations are complete and accepted by the Government. Upon acceptance of these improvements, the Government will commence payment of the tenant improvement and/or BSAC rent as stipulated under the Lease, in addition to payment of the tenant improvement and/or BSAC rent for the period starting from the Lease Term Commencement Date to the date of tenant improvements/BSAC acceptance by the Government (such rent payment will not include any additional interest). Alternatively, the Government may elect to re-amortize the tenant improvements/BSAC over the remaining first five (5) years of the Lease Term, at the amortization rate stipulated in the Lease. In the event the Government does not use all the TIA or BSAC, then the rental payments will be adjusted in accordance with the provisions of the Lease (e.g., de-amortization).
4. Section 1.04, TERMINATION RIGHTS (FEB 2026)

B. The Government may elect to make lump sum payments for any or all work covered by the TIA.
That part of the TIA amortized in the rent must be reduced accordingly. At any time after occupancy and during the Firm Term of the Lease, the Government, at its sole discretion, may elect to pay lump sum for any part or all of the remaining unpaid amortized balance of the TIA.
