About this file
This document is a set of questions and answers related to a federal contract opportunity for a Social Media Ad Monitoring Platform solicited by the Federal Trade Commission (FTC).
The key details are:
- There is no incumbent contractor for this new requirement.
- The FTC is seeking a contractor to provide access to an online platform that can automatically identify, capture, and archive paid advertisements appearing across a variety of social media networks including YouTube, Facebook, Instagram, LinkedIn, Pinterest, Snapchat, and TikTok.
- FTC staff should be able to independently search, filter, and view the archived ads, and the FTC does not anticipate the contractor performing extensive research on the agency's behalf.
- The FTC is open to creative solutions that meet the stated criteria and does not plan to extend the current June 8, 2024 bid submission deadline.
- Pricing will be an evaluation factor, but the FTC is unable to provide the contract budget amount.

1. Is there an incumbent? If so, who is it and what is the contract number?
No, there is no incumbent.
2. Regarding the requirement to capture paid adversements across various social media networks (secon 4.a.ii), can you clarify if there is a minimum number of social networks that must be covered? Are there any social networks that are an absolute must to include?
At a minimum, the FTC is looking for coverage of YouTube, Facebook, Instagram, LinkedIn, Pinterest, Snapchat, TikTok, and X (f/k/a Twiter).
3. Regarding the requirement for an expert witness (secon 4.e), approximately how oen does the FTC ancipate needing expert witness services for this contract? Is there an esmated number of hours per year this may be required?
We ancipate this situaon arising only on rare occasions.
4. How soon aer award would the FTC expect access to the soware plaorm?
Barring unforeseen complicaons, the FTC ancipates having new user accounts established and to have access to the plaorm within 30 days.
5. Page 5, secon 3.2 - Place of Performance, the RFQ states that the places of performances will be at the FTC - HQ and FTC – CC. Does the Contractor(s) need to be on-site?
No, the FTC ancipates that this requirement can be fully supported remotely. The Contractor does not need to be on-site.
6. Is the desired result here to have a DIY soluon where you have a Tool/Plaorm that helps the
FTC monitor ads on their own (with annual training) ? Or is it to have a Done For You soluon where you have the Tool/Plaorm yet also strategically work with the contractor to effecvely monitor the social media adversing landscape? (meaning we would be doing the research for you)
I ask because many tools exist but no such commercial off the shelf tool exists that sasfies all of your criteria on its own and would require manual labor from expert/s to actually provide the result you are looking for.
The FTC is seeking access to an online plaorm that automacally idenfies, captures, and archives paid ads appearing on covered social media plaorms. FTC staff should be able to independently search, filter, and view the archived ads. The FTC does not ancipate the Contractor performing extensive research on the agency’s behalf.
7. If it is the case that you require a Done For You service can you elaborate on the scope of that
- who would we be researching? What volume of research is being carried out? Any informaon on that would be appreciated.
N/A per response to the previous queson.
8. If you are just looking for a DIY soluon, then are the FTC open to using mulple tools/plaorms in an atempt to meet your criteria as best as possible? Or are you looking for one tool?
The FTC is open to creave soluons that meet the criteria set out in the posng.
9. Do you anticipate another extension deadline past the current June 8, 2024, 12:00 PM ET?
