About this file
This document contains questions and answers regarding a Request for Information from the Federal Trade Commission for a social media ad monitoring platform. The FTC is seeking information about existing online platforms or databases where users can view archived social media ad creatives, messaging, and associated metrics such as spend and impressions, across various social media networks. Offshore development is not applicable as the FTC is looking for an existing tool, not new development. Remote communications are sufficient for both onboarding and support, with no anticipated need for in-person meetings. Vendors should provide a reasonable order of magnitude for pricing along with their response but the FTC budget will not be disclosed. Responses to the RFI should be emailed to the contracting officer by the specified date. The period of performance for any resulting contract would be a base year plus two option years, though the FTC reserves the right to modify the period.

Vendor Question Government Response
Are there any obstacles to pursuing offshore development?
The FTC is not looking for a vendor to develop a new tool. We’re looking into existing online platforms or databases, so offshore development wouldn’t apply.
2 Do you anticipate the need for any in-person support, visits, or meetings during the development/support phases?
No, during both the onboarding and support phases of the contract, remote communications should be sufficient; The FTC doesn’t foresee the need for in-person support, visits, or meetings.
3 Is there a specified maximum budget? This information will not be released. The FTC will rely on vendors to provide a Reasonable Order of Magnitude (ROM). This ROM will be utilized to assist the FTC in its market research activities.
4 Is via email sufficient to respond to the
RFI?
Yes, please respond to the Contracting Officer, Willie Lindsey at Wlindsey@FTC.GOV.
5 What is the Scope of Services and the
Contract duration?
The Scope of services is detailed in the RFI. The period of performance for any possible contract vehicle would be a base and two optional years. The FTC reserves the right to make any necessary changes to the period of performance.
6 Acknowledging that this is a Sources
Sought Opportunity; are you looking for a quote yet
The FTC is seeking a ROM, if the vendor can provide one at the time of submission.
