About this file
This document contains answers to vendor questions regarding an amendment to a request for information from the Federal Trade Commission for social media ad monitoring services. The FTC is seeking an existing online platform or database that can provide archived social media ad creatives, messaging, and metrics such as spend and impressions across various social media networks. The amendment clarifies that offshore development is not applicable, as the FTC is looking for an existing tool rather than new development. Remote communications will be sufficient for both onboarding and support, as no in-person meetings are anticipated. The maximum budget will not be disclosed publicly. Vendors are asked to provide a reasonable order of magnitude for cost. Email is the preferred method for vendors to submit questions to the contracting officer.

Vendor Question Government Response
1 Are there any obstacles to pursuing offshore development?
The FTC is not looking for a vendor to develop a new tool. We’re looking into existing online platforms or databases, so offshore development wouldn’t apply.
2 Do you anticipate the need for any in-person support, visits, or meetings during the development/support phases?
No, during both the onboarding and support phases of the contract, remote communications should be sufficient; The FTC doesn’t foresee the need for in-person support, visits, or meetings.
3 Is there a specified maximum budget?
This information will not be released. The FTC will rely on vendors to provide a Reasonable Order of Magnitude (ROM).
This ROM will be utilized to assist the FTC in its market research activities.
4 Is via email sufficient to respond to the
RFI?
Yes, please respond to the Contracting Officer, Willie Lindsey at Wlindsey@FTC.GOV.
