About this file

This is a fee schedule for disaster recovery debris removal services for the City of Palm Bay, Florida, under RFP 29-RFP-26. The schedule outlines unit pricing for comprehensive debris clearance and miscellaneous services required following federally declared disasters or emergencies. The City seeks qualified contractors to provide project management, coordination with FEMA and City staff, personnel deployment, equipment operation, debris removal and disposal, monitoring, reporting, and community outreach. Contractors must provide an initial response with a representative present at Palm Bay Public Works within twelve hours of notification and commence work within twenty-four hours of receiving a Notice to Proceed. The fee schedule includes sixty-three line items covering equipment (dozers, excavators, loaders, generators, pumps, specialized vehicles), personnel (operations managers, field supervisors, security, laborers, deckhands), and service crews for both land and water-based debris operations. Payments are made only for City-requested and approved services with no retainer or standby fees, and all work must be eligible for FEMA Public Assistance reimbursement under Category A.

Bidders must provide unit prices for all line items covering equipment mobilization, operation, demobilization, transportation, fuel, maintenance, insurance, and incidental costs, with all labor fully burdened to include taxes, benefits, and overhead per FEMA guidelines. Equipment rates include operator costs unless otherwise specified, and labor rates include per diem and fuel. Prices must be competitive and compliant with FEMA standards. The pricing structure accommodates various equipment classes by horsepower and capacity, personnel categories by skill level, and specialized service teams including utility work boats, beach rakes, barges, grapple trucks, and cleanup crews. Bidders may submit additional alternative bids for any line item beyond their primary response. All editable cells in the fee schedule require valid pricing entries to constitute a complete bid submission. Submission instructions require text-based responses without formatting changes, with responses directed to Euna Procurement for processing.
