The consulting services must be performed by an individual with a PhD and at least one year of experience providing juvenile justice-related statistical analysis. Quotes are due by 5:00 pm Mountain Time on February 5, 2024, and the contract term will be from the date of award through October 10, 2024, with the possibility of renewal or extension.
The RFQ provides detailed requirements for the scope of work, including a kick-off meeting, off-site data analysis, and a written report identifying outcomes from the data review. Pricing must be submitted using the provided Exhibit B - Price Sheet, with the total cost based on an estimated 50-75 hours of work at an hourly rate. Exhibit A – Scope of Work
RFQ 304
Juvenile Justice Risk Assessment Consulting
Below is the Scope of Work for this RFQ (under the heading “Scope of Work”). The services you quote must meet all of the requirements of the Scope of Work. If you cannot meet any of these requirements, you may submit questions in writing to the contact for this RFQ by the Written Questions Due date. 1. General Purpose To establish guidelines for determining which variable or variables contained within the Progress Assessment-Reassessment risk assessment tool (PA/R) are related to recidivism. This PA/R offers actionable information that enable the tailoring of care for the IDJC population by way of classifications (level 1-5; with 1 being lowest and 5 being highest risk level). The IDJC recently reviewed the PA/R scores as a predictor and the findings of the report state “it is concluded that the custody levels on the updated PA/R tool also serve as a good predictor of recidivism among juveniles released from IDJC custody.” However, this analysis seeks to determine which variables within the PA/R itself are predictors (not just the score itself).
The PA/R is one of several instruments used by the Idaho Department of Juvenile Corrections (IDJC) to inform decisions regarding custody placement, programming and service provision, and release from custody. Developed in the early 2000s, it was the subject of an evaluation by researchers at the National Partnership for Juvenile Services (NPJS) in 2008. The PA/R tool and classification system was updated in 2016 and put into use in 2017.
These classifications are based on best practices stemming from the “What Works” literature. This literature shows that the best management practices of juvenile corrections is for agencies to create custom made instruments that not only will get away from the “one-size fits all” approach (Wright, Clear, & Dickerson, 1984), but allow for better predictions of recidivism and better management of institutional assignments, placements into programs, and institutional release (Andrew & Bonta, 1995). The proposed research aims at assessing the validity, reliability, equity, and utility of the PA-R.
2. Specific Goals/Aims The aim of the current study is to establish which variables within the PA/R is a good predictor of recidivism rates specific to IDJC youth and gender.
3. Scope of Work
3.1 Kick-Off Meeting
The Contractor must attend a kick-off meeting in-person at IDJC headquarters (954 W. Jefferson St., Boise, ID 83702). At a minimum, the individual that will be performing the services required in this Scope of Work must attend. IDJC anticipates that the meeting will be held the afternoon of March 8, 2024.
3.2 Work Location
The Contractor must perform work required in this Scope of Work off-site, with the exception of the kick-off meeting (see section 3.1, Kick-Off Meeting).
3.3 Data to be Analyzed
The Contractor must analyze Idaho-specific data and will need to determine which variables or combination of variables are predictive of recidivism by gender.
3.4 Determining Recidivism
The Contractor must use statistical models to review variables that make up the PA/R in order to determine which variables predict recidivism.
3.5 Research Design
The Contractor must determine which variables that make up the PA/R are a predictor of recidivism rates.
Method: The Contractor must use the IDJC-provided data from the Idaho Juvenile Offender System (and other systems) to review PA/R data using recidivism.
Note: Recidivism will be used as the dependent variable.
3.6 Required Deliverables
The Contractor must provide a written report to IDJC that identifies outcomes from the Contractor’s data review for IDJC staff and stakeholders on the Contractor’s findings.
3.7 Completion
All services must be completed no later than October 10, 2024.
