NATIONAL SECURITY TECHNOLOGIES, LLC

TVTM Drilling Task Order Agreement – Statement of Work

The SUBCONTRACTOR shall furnish all supervision, labor, equipment, tools, materials, supplies, and transportation, and perform all operations necessary and required to provide drilling services at the Nevada National Security Site (NNSS) as described below. The work scope includes man-power, equipment, supplies, fuel, drill rig, drilling assembly including drill bits, drill stem, and downhole tools, and surface drilling equipment, including mud pumps and air compressors for direct circulation using air or drilling fluids. This five (5) year Task Order Agreement seeks capabilities for:

· Drilling vertical holes in sizes from 8 to 14-3/4 inches in diameter. The holes will be drilled from ground surface to approximately 1000 feet. 9-5/8-inch surface casing will be set to as deep as 100 feet and cemented to surface; drill out casing shoe with 8 to 9-inch bit to as deep as 1000 feet. We anticipate as many as 24 of these holes to be drilled. The formation is alluvium and welded volcanic tuff. Subcontractor will also provide rig support to lower instrumentation into each borehole using either their rig or wire line capabilities. Approximately half of these boreholes would be drilled in Spring/Summer of 2016. The remainder will be drilled between 2017-2020. We anticipate several boreholes to be drilled in welded volcanic tuff and a few in fractured granite.

· Drilling angle holes in sizes from 8 to 14-3/4 inches in diameter, with angles 25 ± 5 degrees off vertical. Angle holes will be drilled from surface to approximately 20-40 feet; 9-5/8-inch surface casing will be set to 20-35 feet and cemented to surface; drill out casing shoe with 8-inch bit to 500 feet at an angle of 25 ± 5 degrees off vertical. The formation is welded volcanic tuff. As many as 7 of these boreholes are expected to be drilled in Summer/Fall of 2016.

· We anticipate needing as much as 12,000 feet of core over the duration of this Task Order Agreement. Capabilities for angled core drilling are preferred.

· Drilling HQ core holes (3.77” diameter holes, 2.5” diameter core) in a variety of media from very strong welded volcanic tuff to weaker zeolitic bedded tuff.

· Drilling core holes in alluvium and vitric bedded tuff (both are poorly consolidated media) from which we want to retrieve continuous undisturbed core samples. Methods such as rubber-sleeve or split-spoon coring might be used.

· Drilling HQ core holes underground at various angles between horizontal and vertical. Drilling may occur in drifts ranging in size from 10 x 10 feet to 18 x 18 feet. The underground boreholes will be less than 500 ft in total length.

· Drilling underground holes up to 4 inches in diameter at various angles between horizontal and vertical. Drilling may occur in drifts ranging in size from 10 x 10 feet to 18 x 18 feet

· Some holes may be required to stay within certain deviation tolerances during drilling. This will require periodic deviation surveys during drilling and potential corrections to the bit angle.

· Additional drilling projects using similar characteristics as discussed above may be possible.

Drilling locations are at approximately 37 miles from the main gate in Mercury, Nevada. SUBCONTRACTOR shall provide all personnel required to operate SUBCONTRACTOR'S equipment. Work to begin within 30 days of award of each task order and will be completed by a date specified on each Task Order.
