About this file

This document is an evaluation criteria scorecard for a Request for Response (RFR) issued by the Massachusetts Department of Elementary and Secondary Education (DESE) for vendor selection to support high-quality instructional materials (HQIM) implementation through ELA/Literacy Communities of Practice. The solicitation seeks a vendor to design and facilitate curriculum-specific professional learning communities for educators implementing CKLA/Amplify, EL Education, and Wit & Wisdom materials in grades K-8. The services required include in-person and virtual professional learning community facilitation, differentiated coaching and support tailored to school and district contexts, and structured implementation support with site visits and collaboration with DESE. The RFR is designated as 27TALLM1 with COMMBUYS Document #BD-26-1026-DOE02-DOE01-130333 and falls under World Trade Organization (WTO) coverage.

The maximum annual contract value is $275,000 per fiscal year, and bidders must submit a Supplier Diversity Program Plan with a minimum 1% commitment to qualify for evaluation consideration. The scorecard allocates 100 total points across required qualifications and additional evaluation criteria, including organization overview and equity commitment (20 points), curricular-specific communities of practice experience (20 points), professional learning samples (5 points), collaborative planning and implementation support (10 points), Massachusetts experience and familiarity with DESE guidance and tools (10 points), budget compliance (5 points), and submission of a completed Prompt Payment Discount Form (5 points). Bidders must receive a "yes" on all three required qualifications—demonstrating expertise in the specified curricula, facilitating high-quality professional learning communities in multiple formats, and providing differentiated coaching—to advance to the scoring rubric evaluation.
