About this file

This is a Performance Measures document for a contract opportunity issued by the Massachusetts Department of Elementary and Secondary Education (DESE) to support High-Quality Instructional Materials (HQIM) implementation through Communities of Practice. The contract, identified as 27TALLM1 with COMMBUYS Bid #BD-26-1026-DOE02-DOE01-130333, requires the selected vendor to design and facilitate ELA/Literacy Communities of Practice sessions that support the implementation of curriculum-specific instructional materials including CKLA/Amplify, EL Education, and Wit & Wisdom for grades K-8. The vendor must develop and deliver three in-person HQIM Communities of Practice sessions, provide implementation support through coaching plans, and execute a year-long project plan across a four-year contract term. The contract is covered under World Trade Organization (WTO) provisions.

The performance measures document establishes quantifiable evaluation criteria across four key areas: Program Outcomes, Program Outputs, Program Efficiency, and Program Effectiveness, with performance targets set at 100% for Years 1-3 across all measures. Program Outcomes require at least 80% of attendees to rate the professional learning as an effective use of time and at least 90% of district teams to apply knowledge into implementation plan development, measured through attendee surveys and district implementation plans. Program Outputs measure vendor delivery of the three Communities of Practice sessions, coaching plans, and project plans. Program Efficiency requires the vendor to maintain project costs within the RFR budget, tracked through invoices and deliverables-based budgets. Program Effectiveness ensures that Communities of Practice sessions align with project goals as outlined in the RFR, verified through attendee surveys.

Performance Measures

Alternate ID #: 27TALLM1 COMMBUYS Bid #:BD-26-1026-DOE02-DOE01-130333

Agency Staff Use Only (This document will be used to evaluate the performance of each awarded vendor) Performance Contracting: Performance contracting is the process of identifying and measuring the results, outcomes or products obtained from a contract through the use of measurable indicators. All procurements are expected to contain quantifiable and clearly defined performance expectations.

Program Outcomes
Are the results or accomplishments that occur because of the service provided through the contract.
Program Outputs
Are the quantity of services or work conducted (i.e., the # of participants or the # of training sessions provided).
Program Efficiency
Examine the cost of an outcome or output (i.e., cost per participant or cost per training session). An efficiency measure makes it possible to begin evaluating “reasonable” costs for the requested service.
Program Effectiveness
Examine whether the outcomes achieved were worthwhile and contained long-term benefit. Effectiveness measures determine the extent to which the program yielded the desired outcomes.
