About this file

This is a deliverables-based budget document for the Massachusetts Department of Elementary and Secondary Education (DESE) supporting the implementation of High-Quality Instructional Materials (HQIM) through Communities of Practice. DESE is seeking a vendor to design and facilitate ELA/Literacy Communities of Practice serving districts implementing one of three curricula: CKLA/Amplify, EL Education, or Wit & Wisdom in grades K-8. The project includes three in-person curriculum-specific sessions (October, January, and May) with six facilitators across the three curriculum tracks, three virtual sessions with two facilitators each, on-site coaching visits to participating districts (up to 36 districts with 0.5-day visits), curriculum-specific strategic advising and coaching calls in December, and comprehensive project management including registration, bi-weekly DESE collaboration meetings, and evaluation and reporting throughout the contract term.

The total available budget for all deliverables is $275,000, encompassing all three curriculum-specific Communities of Practice. For district-based deliverables such as on-site coaching, vendors must provide per-district costs based on an assumption of 36 participating districts, with final costs prorated according to actual participating districts served. The budget structure requires vendors to complete a detailed deliverables table and may add or omit deliverables as necessary to align with their proposed service structure. This procurement is covered under World Trade Organization (WTO) guidelines.
