About this file

This is a Questions and Answers document prepared by the Massachusetts Department of Elementary and Secondary Education (DESE), Office of Language Acquisition, in response to inquiries submitted during the procurement process for RFR 27TALJM1 regarding the Advancing Statewide Implementation of the HQIM for NGESL Initiative. The document addresses three substantive questions submitted by potential bidders as of August 17, 2026, the Q&A close date. Key clarifications include confirmation that reviewer stipends and honoraria for HQIM reviews must be included within the stated service-area budget; specification that Service 4 requires a comprehensive inventory and review of The Next Generation ESL Toolkit to ensure compliance with Massachusetts Digital Accessibility Standards and ADA requirements, with all noncompliant content to be updated and submitted for departmental approval; and notification that participating district cohort teams have historically ranged from 12 to 14 districts, though the FY27 final cohort size will be determined by FC 181 grant awards, which had not been finalized at the time of this response.

The Q&A document provides critical budget and scope guidance without establishing separate pricing terms or set-asides within the clarifications themselves. The information indicates that the vendor selection process remains subject to Small Business Program Plan (SBPP) preferences as outlined in the original RFR, with total four-year project funding not to exceed $680,000 ($175,000 for FY27 and FY28, $165,000 each for FY29 and FY30), and all proposed budgets must be all-inclusive with no receipt-based reimbursement. Responses to the original RFR were due August 31, 2026 at 12:00 PM Eastern Time, with the contract term spanning four fiscal years through June 30, 2030.

For Service 3, could DESE provide the number of previous cohort participants and the approximate number of FY27 cohort participants anticipated to receive technical assistance?

The number of participating district teams has historically ranged from 12 to 14. For FY2027, the final cohort size will be determined by the number of FC 181 grant awardees. As grant awards have not yet been finalized, the Department is unable to provide a definitive number of participating districts at this time.
