About this file

This is a Performance Measures document for the Massachusetts Department of Elementary and Secondary Education (DESE), Office of Language Acquisition (OLA), supporting the Advancing Statewide Implementation of the HQIM for NGESL Initiative (Alternate ID #27TALJM1, COMMBUYS Bid #BD-27-1026-DOE02-DOE01-131584). The project seeks to establish measurable performance expectations across a four-year contract term to evaluate vendor outcomes in supporting statewide implementation of High-Quality Instructional Materials (HQIM) aligned with Next Generation ESL (NGESL) standards. Key deliverables include facilitation of 11 annual statewide NGESL HQIM cohort sessions, completion of up to 5 curriculum reviews with reports and action plans annually, delivery of differentiated technical assistance to participating districts, and completion of NGESL Toolkit accessibility reviews and resource updates aligned with Massachusetts Digital Accessibility Standards and DESE-approved accessibility requirements.

The performance measurement framework establishes 100% achievement goals across all metrics for each contract year, organized into four categories: Program Outcomes (increased district capacity for HQIM-aligned ESL instruction, strengthened district systems, and expanded statewide access to implementation resources), Program Outputs (cohort facilitation, technical assistance delivery, and toolkit updates), Program Efficiency (on-schedule deliverable completion, timely toolkit accessibility updates, and district participation retention), and Program Effectiveness (systems improvement integration, toolkit accessibility improvements meeting standards, and documented impact of technical assistance on HQIM implementation efforts). All participating districts are required to demonstrate increased implementation readiness on pre/post assessments and submit completed HQIM implementation plans annually throughout the contract period.

Agency Staff Use Only (This document will be used to evaluate the performance of each awarded vendor) Performance Contracting: Performance contracting is the process of identifying and measuring the results, outcomes or products obtained from a contract through the use of measurable indicators. All procurements are expected to contain quantifiable and clearly defined performance expectations.

Program Outcomes
Are the results or accomplishments that occur because of the service provided through the contract.
Program Outputs
Are the quantity of services or work conducted (i.e., the # of participants or the # of training sessions provided).
Program Efficiency
Examine the cost of an outcome or output (i.e., cost per participant or cost per training session). An efficiency measure makes it possible to begin evaluating “reasonable” costs for the requested service.
Program Effectiveness
Examine whether the outcomes achieved were worthwhile and contained long-term benefit. Effectiveness measures determine the extent to which the program yielded the desired outcomes.
