About this file

This is an evaluation scorecard for a Request for Response (RFR) issued by the Massachusetts Department of Elementary and Secondary Education (DESE) and the Department of Higher Education (DHE) seeking a qualified consultant or consulting firm to develop a comprehensive Statewide Early College Growth Plan. The project aims to establish an evidence-based roadmap for expanding Early College participation from approximately 10,000 students currently to 20,000, 40,000, and ultimately 100,000 students by 2036. The RFR is identified as 27OECPJ1 with COMMBUYS Document #BD-27-1026-DOE02-DOE01-131184 and is located at 135 Santilli Highway, Everett, MA 02148.

The scorecard establishes evaluation criteria divided into two sections: Required Qualifications and Additional Evaluation Criteria. Bidders must receive "yes" responses on all eight required qualifications, including minimum 5 years of large-scale strategic planning experience, expertise in managing complex multi-stakeholder projects, project management capabilities, consensus-building experience, knowledge of K-12 and higher education systems, education and workforce policy analysis experience, implementation roadmap development, and research and data analysis capacity. The Additional Evaluation Criteria assess supplier diversity program participation, preferred qualifications, project management and governance plans, narrative organization and staffing plans, budget proposals with itemized expenses, relevant resumes and CVs, and evidence of racial equity and anti-racist practices. The total available points are 100, with individual criteria weighted by multipliers ranging from 1 to 5.
