About this file
This document is a Vendor Question Template containing responses from the government related to a Request for Quotation (RFQ) for Live Open and Closed Captioning Support services.
The key details are:
- The solicitation number is 273FCC24Q0016 and the service being procured is live open and closed captioning of various FCC events, with an estimated 200 events annually.
- The FCC will award a Blanket Purchase Agreement (BPA) to two vendors using a Lowest Price Technically Acceptable (LPTA) evaluation method.
- Vendors asked questions about the accuracy requirement, pricing for cancellations, the format for submitting proposals, and the number of resumes required. The government provided responses, including that the accuracy requirement will remain at the stated level, cancellation fees must be a flat rate, and proposals should be emailed rather than submitted through EAC-Proposal.gov.
- The government also clarified that live events will require .srt files and that offline captioning may require either .srt or .txt files.

1 H.2. QUALITY
ACCEPTANCE LEVEL
(%); Page 13
Since the solicitation requires certified captioners, can the accuracy requirement be raised to 96.5%, which is the requirement to become certified by NCRA?
No.
2 Attachment A – Pricing
For cancellations, any qualified/certified captioner is going to require reimbursement for the full duration of the scheduled assignment. If FCC only allows a flat fee, agencies will either need to charge a much higher flat rate than cancellations will likely be in reality, or use unqualified captioners that don’t follow industry standards. Will FCC revise the pricing sheet to adhere to the industry standard for reimbursement of cancellations?
No.
3 Pricing Sheet Will SRT files be for transcripts of the live assignments or for separate recordings that require Transcription & Postproduction services?
All live events will need a .srt file.
Offline captioning may require a .srt file/.txt file or both.
4 L.2.4 QUOTATION
DOCUMENTS – Page
The solicitation requests that vendors provide comprehensive and detailed responses to all facets of the SOW. In that case, will FCC consider allowing more pages so that vendors can meet these requirements?
The page count for Volume I:
Technical is increased as follows:
Tab 1 – 4 pages Tab 2 – 4 pages Tab 3 – is unchanged
5 L.2.4 QUOTATION
DOCUMENTS – Page
The response instructions include tabs to separate volume sections. IS FCC looking for bid responses in Excel documents? If not, can FCC clarify what “tabs” mean in this case? Or is this another term for sections?
Volume I has three (3) tabs that must separate and labeled with titles and not in an Excel format.

6 L.3.4 TAB 3:
Personnel – Resumes –Page 15
How many personnel résumés does FCC want with vendor proposals?
Three resumes.
7 BASIS FOR AWARD –
Considering the relatively low total volume required, will FCC consider making a single award to a qualified vendor with the lowest price?
It is a possibility but 2 is the preferred method to provide redundancy for the commission due to captioning requirements.
8 L.2.3 QUOTATION
SUBMISSION – Page
Instructions state to submit proposals to the CS and EAC- Proposal.gov. However, we can’t access this website. Can FCC clarify how vendors are supposed to submit invoices, and whether submission should in fact be made to EAC-Proposal.gov?
The proposals are to be EMAILED to joyce.terry-butler@fcc.gov and to EAC- Proposals@fcc.gov .
