About this file
This is a Change Order Request for Participation/Piggyback Contract issued by the State of Illinois Chief Procurement Office on behalf of the Illinois Gaming Board (IGB), in partnership with Sourcewell and vendor Motorola Solutions. The change order requests the purchase of an additional 15 V700 body-worn camera systems with accessories, including shirt magnetic mounts, belt mounts, shirt clips, spare batteries, data transfer stations, software, cloud storage, and warranties. The original contract, which commenced on November 21, 2024, and is scheduled to conclude on December 15, 2027, was initially valued at $687,020. The IGB requires these additional cameras to equip new sworn agents who were hired in Fiscal Year 2027, bringing the agency into compliance with the Law Enforcement Officer-Worn Body Camera Act (50 ILCS 706/), which mandated implementation of body cameras by January 1, 2025. The cameras are necessary to record criminal incidents as required by IGB policy while officers enforce criminal laws at Illinois-licensed locations under the Illinois Gambling Act, Video Gaming Act, and Sports Wagering Act, and to ensure interoperability between IGB systems and those of the Illinois State Police.
A previous change order issued in 2025 added ten body cameras for an increase of $60,975, bringing the contract total to $747,995. The current change order requests an additional $68,191.25 to cover the 15 additional cameras and related equipment and services, increasing the revised contract value to $816,186.25. The completion date remains unchanged. The increased headcount of IGB sworn agents was deemed not reasonably foreseeable at the time the contract was executed in November 2024. All approvals were granted, including those from the Agency Purchasing Officer (Michelle Landess, August 27, 2026), State Purchasing Officer (Jennifer Shourd, August 27, 2026), Unified Procurement Program Representative (Joshua Sergent, August 28, 2026), and Chief Procurement Officer (Ellen H. Daley by Jan E. Morrow, August 28, 2026), based on the determination that the additional supplies were germane to the original contract and necessary for statutory compliance.
