About this file

This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Northwest Florida Water Management District for the renewal of an ESRI Enterprise Advantage Program (EEAP) license and support agreement. The District seeks to renew its annual subscription for enterprise-wide geospatial software and services for a one-year term. The requested services include analytical and scientific software, geographic information system services, information technology consultation, and technical support, encompassing a one-day annual planning session, up to 100 ESRI Technical Advisor hours, quarterly technology webcasts, and 100 ESRI Learning and Services Credits. The notice was posted on August 26, 2026, with a deadline for receipt of information by September 17, 2026. The contact for this procurement is Danny Layfield, Director of Asset Management, at the Northwest Florida Water Management District's Havana, Florida office.

The estimated dollar amount for this single-source purchase is $85,700.00. Environmental Systems Research Institute, Inc. (ESRI) is designated as the sole intended vendor, as ESRI is the copyright owner and only authorized agent for ArcGIS licenses and support services. The District determined that this technology is available only from a single source and submitted this notice in compliance with Florida Statutes sections 120.57(3) and 287.057(3) and Florida Administrative Code Rule 60A-1.045. The procurement was approved by multiple District officials, including the Executive Director, Deputy Executive Director, Chief of Staff, and Director of Administrative Services. Prospective vendors are invited to submit information regarding their ability to supply the described services; however, the District has already made its preliminary determination that the commodities and services are available only from ESRI.
