About this file

This is a Request for Information (RFI) issued by the Department of War Education Activity (DoWEA) seeking information on how contractors can provide secondary seat licenses for 29 core and elective courses in science, mathematics, social studies, and world languages. The anticipated period of performance is March 1, 2027, through February 29, 2032, with multiple awards expected.

DoWEA operates 160 fully accredited schools serving over 65,000 children of active-duty military and DoW civilian families across three geographic regions: Americas (50 schools), Europe and Middle East (64 schools), and Pacific (44 schools), plus one accredited virtual high school. The 29 courses requiring seat licenses include AP Biology, AP Government, AP Human Geography, AP Psychology, AP US History, AP World History, Biology, Chemistry, Environmental Science, Art History, Economics, Sociology, US Government, and various mathematics courses (7th Grade Math through Trigonometry) and Spanish courses (Spanish I through IV). Enrollment estimates range from 10 to 134 seats per course. DoWEA specifically requires that 7th and 8th Grade Math courses be customizable for internal use only to meet accelerated course needs, and contractors whose courses do not allow customization should not submit them.

Proposed courses must be commercially available, fully accredited high school courses aligned to national standards or College Board Curriculum and Exam Description (CED) for AP courses. Each course must include comprehensive online content, teacher resources, formative and summative assessments with answer keys, and interactive multimedia elements. Courses must operate within DoWEA's Virtual Learning Environment (VLE) and be accessible to students and teachers within three business days of initial delivery. Content delivery options include: courses imported, hosted, and maintained by DoWEA; instructional content hosted externally by the contractor accessible via DoWEA's Learning Management System (Schoology); or integration through DoWEA's LMS to contractor-hosted curriculum. All solutions must conform to 1EdTech Consortium standards, require single sign-on authentication, and meet FedRAMP Level 2 federal security requirements (waivable on a case-by-case basis) and Section 508 accessibility requirements. Contractors must provide virtual professional learning totaling at least two hours of instruction on course implementation and assessment strategies, delivered in formats suitable for placement on DoWEA's LMS. All data generated through courseware use becomes government property for internal use only, and contractors must confirm that digital rights for embedded visual or instructional materials can be used by DoWEA internally without copyright restrictions.

Responses must be submitted by June 25, 2026, at 12:00 PM Eastern Standard Time via email to Kevin Cruz (Contract Specialist) at kevein.cruz@dodea.edu and Nicole Freid (Contracting Officer) at nicole.freid@dodea.edu. Responses should not exceed four pages for general introduction information plus three pages per proposed course and should include company information (name, CAGE code, business size, NAICS codes, point of contact), course availability and recognition details, course design and assessment capabilities, security and data rights compliance information, and a non-binding price estimate using an attached Excel spreadsheet. This RFI is for market research and acquisition planning purposes only and does not constitute a commitment to issue a future RFQ or RFP. All submissions become government property and will not be returned. Questions submitted after June 11, 2026, at 12:00 PM EST are not guaranteed to be answered.

SECONDARY SEAT LICENSES FOR CORE AND ELECTIVE COURSES

IN SCIENCE, MATHEMATICS, SOCIAL STUDIES, AND WORLD LANGUAGES

1.0 Description

1.1 The Department of War Education Activity (DoWEA) seeks information on how interested contractors can provide seat licenses for the 29 courses listed in the table below. DoWEA expects to make multiple awards.

The anticipated period of performance is from 01 Mar 27 to 29 Feb 32.

1.2 This request for information (RFI) is issued solely for information and planning and does not constitute a request for quote (RFQ) or a promise to issue an RFQ in the future.

The Government will not pay for any information or administrative costs incurred in response to this RFI;

i.e., all costs associated with responding to this RFI are solely the responder’s responsibility.

Not responding to the RFI does not preclude a contractor from responding to a future RFQ/RFP. If a solicitation is released, it will be synopsized on the SAM.gov website. Potential responders are responsible to monitor the relevant site for additional information pertaining to this requirement.

2.0 Overview

2.1 Agency: DoWEA, one of only two federally operated school systems, plans, directs, coordinates, and manages prekindergarten through grade 12 educational programs in 160 fully accredited schools that serve over 65,000 children of active-duty military and DoW civilian families. Our curriculum, resources and student achievement scores on standardized assessments compare favorably to those of high-performing US public school systems.

2.2 Background: Our schools are organized into three geographic areas: Americas, Europe, and Pacific. In the Americas, DoWEA operates 50 schools located in seven states, Puerto Rico, and Cuba. In Europe and Middle East, we operate 64 schools located in Germany, England, Netherlands, Belgium, Spain, Turkey, Bahrain, and Italy. In the Pacific, we operate 44 schools located in Korea, Japan (mainland and Okinawa), and Guam.

We also operate one accredited virtual high school with teaching hubs in the Americas, Europe, and Pacific.

2.3 Summary: DoWEA requires seat licenses for the 29 core and elective courses listed below. Notes: Additional courses may be added in the option years. The number of seat licenses may vary from year to year. For example, if a teacher suddenly retires, a course that normally requires 40 seat licenses may jump to 140 seat licenses until a new teacher is hired.
