This is a Request for Proposal (RFP) and associated solicitation documents for Facility Support Services at Marine Corps Training Center, Kaneohe Bay, Hawaii (RFP No. N6247826R2436), issued by the Naval Facilities Engineering Systems Command, Hawaii.
The solicitation seeks facility support services for the Marine Corps training facility and replaces a previous five-year contract that was awarded to Dawson Enterprises LLC on August 16, 2021 (Contract No. N6247821D2406) with a base award of $463,410.36 (firm fixed price) and $281,300.00 (indefinite delivery indefinite quantity). This new acquisition uses simplified acquisition procedures with evaluation criteria based on FAR 52.212-2 for commercial products and services, and the Government intends to award without discussions. A pre-proposal conference is scheduled for May 13, 2026, at 9:00 AM Hawaii Standard Time at JBPHH, with questions due by May 16, 2026. Offerors must submit price proposals and complete FAR 52.212-3 (Offeror Representations and Certifications) and register in SAM.gov, including DFARS provisions. Key requirements include Standard Form 1449 with accurate company information matching SAM records, compliance with Federal Contractor Veterans' Employment Report (VETS-4212), Electronic Funds Transfer payment capability, and specific insurance coverages (automobile liability and other categories) in minimum amounts specified in Annex 0200000 without umbrella coverage acceptance. All proposals must address and submit minimum required items; failure to include any item may render the proposal ineligible. The work is subject to Service Contract Labor Standards (FAR Clause 52.222-41), requires consideration of payroll burden, prepaid health insurance per Hawaii requirements, general excise tax, and minimum wages and benefits as detailed in wage determination attachment 0200000-02. For service contracts, offerors agree not to pay more than 50 percent of Government contract performance payments to non-similarly situated entity subcontractors.

SYSTEM FOR ACQUISITION MANAGEMENT (SAM)
Ensure you register and complete your record in www.sam.gov website, including the DFARS provisions.
You must also complete and submit FAR 52.212-3, Offeror Representations and Certifications – Commercial Products and Commercial Services, with your proposal.
STANDARD FORM 1449
Ensure you enter your legal or "doing business as" name and physical address information as recorded in the SAM database.
FEDERAL CONTRACTOR VETERANS' EMPLOYMENT REPORT (VETS-4212 Report)
Please note Federal Acquisition Regulation (FAR) provision 52.222-38, Compliance with Veterans’ Employment Reporting Requirements, which states:
By submission of its offer, the offeror represents that, if it is subject to the reporting requirements of 38 U.S.C. 4212(d) (i.e., if it has any contract containing Federal Acquisition Regulation clause 52.222-37, Employment Reports on Veterans), it has filed the most recent VETS-4212 Report required by that clause.
If offeror does not have contract(s) subject to FAR clause 52.222-37, provide a statement that Offeror has not had contracts subject to FAR provision 52.222-38, Compliance with Veteran’s Employment Reporting Requirements.
ELECTRONIC FUNDS TRANSFER PAYMENT
NAVFAC Hawaii implemented the use of Electronic Funds Transfer (EFT) for the payment of contractor invoices.
See Federal Acquisition Regulation Clause 52.232-33, Payment by Electronic Funds Transfer – System for Award Management, included in this solicitation. If awarded the contract, in order for the EFT payments to be successfully transmitted to your company bank account, you should verify that your SAM account is complete and accurate on www.SAM.gov. Verification of your company information in SAM is critical to timely processing of your invoices and receipt of payments. In addition, there are mandatory financial fields you must complete. In order to facilitate the EFT payment to your company bank account, it is vital that your CAGE CODE and SAM Unique Entity ID (UEID) number in the SAM match that of the awarded contract. Otherwise, there will be delays in payment and invoices will be returned to you until consistency can be established between the SAM and the awarded contract.

With respect to the automobile liability insurance and other insurance coverages required by Annex 0200000, paragraph entitled “Insurance,” the Government will only accept such insurance coverages in not less than the minimum amounts specified for each category. The Government will not accept umbrella coverages for any of the types of insurance coverages listed in Annex 0200000.

TOTAL COMPENSATION FOR WORK PERFORMED UNDER THIS SOLICITATION
You need to consider the following when you prepare your proposal:
- PAYROLL BURDEN such as worker's compensation, temporary disability, State and Federal unemployment, and social security. Worker's compensation must be from an insurance carrier authorized by the State of Hawaii to provide such coverage at prevailing local rates for work performed in Hawaii.
- PREPAID HEALTH INSURANCE. State of Hawaii requires employers provide health insurance for eligible employees and limits the amount of the employee's premium contribution.
- GENERAL EXCISE TAX. State of Hawaii requires all firms doing business in the State of Hawaii to pay a general excise tax.
- MINIMUM WAGES AND BENEFITS. See attachment 0200000-02 entitled "Wage Determination" WORK SUBJECT TO SERVICE CONTRACT LABOR STANDARDS (formerly known as the Service Contract Act of 1965): See FAR Clause 52.222-41.
- ANY OTHER COSTS UNIQUE TO THE WORK such as special permits and licenses if applicable.
By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for--
(1) Services (except construction), it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded. When a contract includes both services and supplies, the 50 percent limitation shall apply only to the service portion of the contract.
SOURCE SELECTION PROCEDURES
This acquisition uses simplified acquistion procedures. Offerors must submit price proposals to be eligible for award. See “DELIVERY REQUIREMENTS” and “SUBMITTAL REQUIREMENTS” which provides instructions about content and format of the proposals and how to submit a proposal via PIEE.
