About this file

This is a Price Schedule worksheet for Connecticut Department of Administrative Services (DAS) Invitation to Bid 26PSX0139 for eradication and control of invasive aquatic plant species in Connecticut bodies of water, to be administered by the Connecticut Department of Energy and Environmental Protection (DEEP) and authorized state agencies, municipalities, and eligible entities. The scope of work encompasses aquatic herbicide application, mechanical harvesting, hand-pulling, benthic barriers, monitoring, mapping, inspections, consultation, reporting, and related environmental services. The solicitation requires bidders to submit detailed pricing across forty itemized line items covering labor rates (Project Manager, Licensed Aquatic Applicator, Certified Diver, Diver Tender, Field Technician, Boat Operator, GIS/GPS Technician, Environmental Scientist/Biologist, and meeting attendance), mobilization costs, aquatic plant survey services, herbicide application, mechanical removal methods, benthic barrier installation and maintenance, disposal services, equipment rental, emergency services, and other ancillary services. Responses are due August 18, 2026 at 2:00 p.m. EDT through the CTsource online portal. The contract will be awarded to the lowest responsible qualified respondent based on pricing and past performance criteria, with a binding initial three-year term.

Pricing must be fully burdened and include all labor, materials, equipment, travel, overhead, and profit necessary to perform contract requirements. For herbicide materials and dye/adjuvants, bidders shall propose pricing on a cost-plus-markup basis. Bidders must also provide a single percentage discount applicable to items not specifically listed in the schedule. All pricing for specifically listed items shall remain firm and fixed during the initial three-year contract term. After the initial term, annual price adjustments may be requested no earlier than thirty days prior to contract expiration, limited to the lesser of the percentage change in the U.S. Bureau of Labor Statistics Producer Price Index or four percent per twelve-month period, subject to DAS Procurement approval. Connecticut is exempt from excise, transportation, and sales taxes, which must not be included in bid pricing. No minimum purchase quantities are guaranteed, and DAS reserves the right to seek additional discounts or contract separately for individual purchases to achieve cost savings.

Any requested price adjustment shall not exceed the lesser of:

a) the percentage change in the referenced index; or

b) four percent (4%) per twelve (12) month period.
