About this file

This is a Price Schedule exhibit (Exhibit B) for Connecticut Department of Administrative Services (DAS) Invitation to Bid 26PSX0139 concerning eradication and control of invasive aquatic plant species in Connecticut bodies of water. The contract will serve the Connecticut Department of Energy and Environmental Protection (DEEP) and other authorized state agencies, municipalities, and eligible entities. Services encompassed include aquatic herbicide application, mechanical harvesting, hand-pulling, benthic barrier installation and maintenance, aquatic plant surveys, GIS mapping, water quality sampling, equipment rental, and emergency response services. The price schedule requires bidders to provide hourly labor rates for ten position categories (Project Manager, Licensed Aquatic Applicator, Certified Diver, Diver Tender, Field Technician, Boat Operator, GIS/GPS Technician, Environmental Scientist/Biologist, and meeting attendance personnel), per-unit pricing for mobilization and demobilization services, per-acre costs for survey and treatment activities, per-hour equipment rental rates, and disposal and transportation fees. Bid responses were due August 18, 2026 at 2:00 p.m. EDT, with questions required by August 3, 2026 at 12:00 noon. Award will be made to the lowest responsible qualified respondent based on pricing and past performance evaluation.

All pricing submitted must be complete, fully burdened, and include labor, materials, equipment, travel, overhead, and profit. Herbicide materials and dye/adjuvants are priced at cost plus a bidder-specified markup percentage. Pricing for the initial three-year contract term shall remain firm and fixed. After the initial term, if the contract is extended, bidders may request annual price adjustments no earlier than thirty days prior to term expiration, with adjustments capped at the lesser of the actual percentage change in the U.S. Bureau of Labor Statistics Producer Price Index or four percent per twelve-month period. All adjustment requests require supporting documentation and must be submitted to DAS Procurement; requests to client agencies are not valid. DAS Procurement retains sole discretion to approve, negotiate, or reject any price adjustment request. For items not specifically listed in the schedule, the contractor shall provide a single percentage discount applied to standard pricing, with the state reserving the right to request pricing substantiation and reject unreasonable pricing. Connecticut is exempt from excise, transportation, and sales taxes, which must not be included in bid prices.
