About this file

This is Addendum Number 1 to Invitation to Bid 26PSX0130 issued by the Connecticut Department of Administrative Services for preventative maintenance and repair services of Class 1-8 vehicles. The addendum provides clarifications to the original solicitation through a questions-and-answers format addressing bidder inquiries. Key eligibility requirements clarified include that only Connecticut-registered companies may bid, all vehicles must be registered in Connecticut, and any maintenance facilities must be located in Connecticut; repair work cannot be performed at out-of-state facilities such as those in Rhode Island. Respondents must submit their bids electronically through the CTsource portal, and submission requirements are outlined in Exhibit B, Section 1 (Complete Pricing Sheet) and Section 13 (Submission Requirements). The addendum emphasizes that any bid containing proposed pricing exceeding the State-established maximum values for any pricing category will be deemed nonresponsive and may result in disqualification.

The addendum addresses administrative requirements for bid submission, including guidance on DUNS number requirements, which are only necessary for applicants with existing FEIN numbers already registered with CTsource. Current State contractors are required to register through CTsource to bid on this contract and must follow the supplier registration and solicitation response procedures outlined in the referenced portal user guides. All respondents must accept the modifications contained in the addendum through their organization's submitted response in CTsource. No changes to substantive contract terms, pricing structures, or award criteria are introduced in this addendum; rather, it clarifies eligibility standards and operational requirements to ensure compliance with Connecticut's geographic and facility-location preferences.
