About this file

This document is an appendix for the PRISM III grant program issued by the Massachusetts Department of Elementary and Secondary Education (DESE), focusing on supporting local education agencies (LEAs) in evaluating, selecting, purchasing, launching, and implementing high-quality instructional materials (HQIM) in grades 4-12 over three years. The program consists of three tracks: Track 1 for LEAs ready to purchase materials in Summer 2025 for implementation in SY25-26, Track 2 for LEAs who need to evaluate and select curricular materials in SY25-26, and Track 3 for LEAs with existing high-quality materials seeking implementation support. The program requires vendors to provide on-site visits (at least four times per school year) and virtual coaching (at least twice per month), tailored to each LEA's specific goals and literacy implementation plan.

The grant will provide comprehensive support including leadership coaching, instructional walkthroughs, direct support for literacy coaches and educators, and professional learning focused on evidence-based and culturally sustaining literacy practices. Vendors will guide LEAs through curriculum evaluation, stakeholder engagement, instructional vision development, material selection, and implementation phases. The program spans from July 2025 to September 2028, with activities centered on establishing curriculum councils, purchasing materials, developing implementation plans, delivering professional learning, and monitoring progress. Funding is tied to specific milestones and activities, with an emphasis on building sustainable systems and structures for effective high-quality instructional material implementation across different grade levels.
