About this file
This document is an Appendix A for the PRISM II grant opportunity issued by the Massachusetts Department of Elementary and Secondary Education (DESE), focusing on early literacy support for local education agencies (LEAs) including districts and charter schools. The grant promotes early literacy success through two implementation tracks: Track 1 for LEAs ready to purchase materials for Summer 2025, and Track 2 for LEAs evaluating, selecting, and purchasing materials for the 2025-2026 school year. The contract spans two years, with vendors providing on-site and virtual coaching, including at least four on-site visits per school year and virtual coaching twice monthly, tailored to each LEA's specific goals and literacy implementation plan.
The grant requires vendors to support comprehensive literacy implementation through leadership coaching, instructional walkthroughs, and direct support for literacy coaches and educators. Vendors will guide LEAs in developing equity-centered literacy plans, implementing high-quality instructional materials (HQIM), and using evidence-based, culturally sustaining literacy practices. The program emphasizes developing systems and structures for effective curriculum implementation, including professional learning communities, data-based decision-making, and continuous improvement methods. Funding is expected to support curriculum evaluation, selection, professional development, and implementation across PreK-3 grade levels, with a focus on creating inclusive and supportive educational environments.
