About this file

This is an evaluation criteria scorecard for a Massachusetts Department of Education contract solicitation (26MACISMB5) seeking an early literacy assessment tool for kindergarten through third-grade students. The assessment must measure specific literacy constructs including alphabetic knowledge, phonological awareness, word reading, reading comprehension, and oral language proficiency at designated grade levels. The tool must be administered at least twice annually in kindergarten and at least three times per year in grades one through three, with results presented as composite percentile ranks and risk level classifications.

The scorecard establishes a 100-point evaluation framework consisting of seven required qualifications that bidders must satisfy to remain responsive, including evidence of classification accuracy metrics (sensitivity, specificity, and area under the curve all ≥0.70), user-friendly family reporting features, a comprehensive technical manual, and professional development and technical support offerings. Additional evaluation criteria worth up to 100 points assess preferred features such as Rapid Automatized Naming measures, listening comprehension assessments, statistical validity and reliability, bias analysis, administration brevity, progress monitoring tools with guidance on data-based instructional decision-making, supportive implementation resources, and cost-effectiveness for schools. Reviewers score each criterion on a scale from non-responsive (0 points) to outstanding (5 points), with multipliers applied to specific criteria to weight their importance in the overall evaluation.
