About this file
This is a Statement of Qualifications (SOQ) document for a California Department of General Services (DGS) certified small business solicitation for fire alarm system inspection, testing, and certification services under solicitation number 26CS0012. The document outlines the qualification requirements and evaluation criteria for vendors seeking to provide comprehensive fire alarm system services to state entities. Prospective bidders must demonstrate technical expertise, experience with fire alarm systems, valid certifications, and the ability to perform inspections, testing, and certification in compliance with applicable California fire codes and National Fire Protection Association (NFPA) standards. The solicitation targets qualified small businesses and requires respondents to submit detailed information about their company qualifications, personnel credentials, references, and past performance on similar projects.
The SOQ process establishes evaluation criteria based on vendor qualifications rather than price, allowing the state to identify prequalified contractors for subsequent competitive bidding or direct award. This is a DGS-certified small business set-aside, restricting participation to vendors meeting California's small business certification requirements. Successful vendors will be prequalified for a defined period to provide fire alarm system services across multiple state agencies or facilities, with potential for ongoing work throughout the contract term. The exact contract duration, renewal options, and pricing structure would be determined through subsequent phases of the procurement process or through individual purchase orders issued to prequalified vendors.
