About this file

This is a Questions and Answers document for Invitation for Bids (IFB) #26CS0010 issued by the State of California, Department of Veterans Affairs, for weed abatement and vegetation management services at the Veterans Home in Chula Vista, California. The procurement encompasses routine maintenance services including eighteen annual fertilizer applications, thirty-six pre-emergent herbicide applications, and thirty-six post-emergent herbicide applications, all distributed on a monthly basis at the discretion of the Contract Manager. Services must be performed during standard business hours of 8:00 a.m. to 4:00 p.m., Monday through Friday, with monthly service reports required within five business days following the end of each month. The bid was posted on May 14, 2026, with a sealed bid submission deadline of May 28, 2026. The contract term is three years with no renewal options specified. Contractors must maintain visible weed growth at no more than five percent ground coverage at all times and perform all work at no additional cost to CalVet beyond the agreed rates.

Pricing submitted on the rate sheet represents the total cost for all three years of the contract, with no monthly pricing option permitted. The evaluation will be based on competitive pricing with award to the lowest responsive and responsible bidder. Contractors must provide qualified service technicians with at least three years of experience and herbicide application certification, current licenses and permits, and compliance with Department of Pesticide Regulation requirements. Insurance requirements include Commercial General Liability of at least $1,000,000 per occurrence, Automobile Liability of at least $1,000,000 per accident with an MCS90 endorsement (waived for this solicitation due to small quantities of herbicide transported), Pollution Liability of at least $1,000,000, and Workers' Compensation coverage. The MCS90 endorsement requirement has been waived as herbicides will be transported onsite in quantities not exceeding 5-10 gallons at a time. Monthly invoices must be submitted to both the CalVet Accounting Office in Sacramento and the Veterans Home of California-Chula Vista. There is no Disadvantaged Veterans Business Enterprise (DVBE) subcontracting goal for this procurement.

Questions and Answers for IFB #26CS0010

1. Service frequency discrepancy; page 1 of the scope of work (1.A) states services will be performed on an as-needed basis, however, page 2 (2.A.2) of the scope of work states different. Can you clarify how many services of each application are being requested annually?

Answer - The scope of work and rate sheet have been revised to match.

2. Does the rate sheet reflect annual pricing or pricing for all 3 years of the contract?

Answer – Yes… All 3 years…

3. Exhibit B, Page 1 Budget Detail and Payment Provisions has information required for original invoices, and information required for approval copy. Can you clarify which information is needed when submitting invoices?

Answer: An itemized invoice is required.

4. The Exhibit B-1 Rate Sheet that includes line items for incidental repairs and emergency services does not show the hours described. Can you provide that information?
