About this opportunity

The State of California, Department of Veterans Affairs, is seeking qualified contractors through an Invitation for Bids (IFB) to provide comprehensive weed abatement and vegetation management services at the Veterans Home located in Chula Vista, California (Contract 26CS0010). The procurement encompasses routine maintenance and vegetation control services for all landscaped and hardscape areas within the facility boundaries, with the primary objective of maintaining visible weed growth at no more than five percent ground coverage at all times. Deliverables include an estimated annual frequency of eighteen fertilizer application visits, thirty-six pre-emergent herbicide application visits, and thirty-six post-emergent herbicide application visits, distributed on a monthly basis. Services must be performed during standard business hours of 8:00 a.m. to 4:00 p.m., Monday through Friday, with monthly service reports detailing dates, locations, service types, chemicals applied, and corrective actions submitted within five business days following the end of each month. Required qualifications include qualified service technicians with at least three years of experience and herbicide application certification, current licenses and permits, compliance with Department of Pesticide Regulation requirements, and maintenance of Safety Data Sheets on-site for all chemicals used. Evaluation will be based on competitive pricing submitted on the rate sheet, with award to the lowest responsive and responsible bidder meeting all technical and administrative requirements. The bid was posted on May 14, 2026, with a deadline for sealed bid submissions on May 28, 2026.

This procurement contains no Disadvantaged Veterans Business Enterprise (DVBE) subcontracting goal. Contractors must provide all labor, materials, staff, transportation, and equipment necessary to complete the work at no additional cost to CalVet beyond the agreed rates. Insurance requirements include Commercial General Liability coverage of at least $1,000,000 per occurrence, Automobile Liability of at least $1,000,000 per accident with an MCS90 endorsement, Pollution Liability/Environmental Impairment Liability of at least $1,000,000, and Workers' Compensation coverage for all employees. Monthly invoices shall be submitted to both the CalVet Accounting Office in Sacramento and the Veterans Home of California-Chula Vista, with payment made in accordance with Government Code Chapter 4.5 upon receipt and approval of invoices documenting services rendered. The State reserves the right to terminate the contract with thirty days' written notice, and any deficiencies identified during periodic inspections must be corrected at no additional cost to CalVet. No specific budget or award value range is listed in the available contract documents; pricing will be determined through the competitive bidding process based on submitted rates for routine services and incidental or emergency repairs during normal business hours, after-hours, and weekend/holiday periods.
