About this file
This is a Cost Proposal form issued by the Iowa Department of Natural Resources for RFP 26CRDPFPJSEAG-0001S, a hazard tree removal project at Lewis and Clark State Park in Monona County. The project involves two phases of work to remove dead and dying eastern cottonwood trees affected by drought stress. Phase 1 requires the felling of approximately 610 eastern cottonwood trees marked with blue paint in high-use areas, grinding of stumps below grade, transport of woody debris to approved piling areas, and restoration of original grade, all to be completed by March 31, 2026. Phase 2 involves felling all trees within 80 acres of land located within 150 feet of park roads and trails, transport of woody debris, and restoration of original grade, with a completion deadline of March 31, 2027. The RFP was released on December 30, 2025, with proposal submissions due on January 30, 2026, at 2:00 PM CST. Respondents must submit sealed proposals with separate technical and cost proposal documents and complete all required certifications and forms.
Pricing must be submitted as an all-inclusive, itemized total cost in U.S. dollars on a Net 60 Days payment basis, with FOB Destination pricing that includes all travel, freight, and expenses. Respondents are required to indicate any early payment discounts available for payment within 15 days and 30 days, with the state permitted under Iowa Code 8A.514 to take up to 60 days for payment. The cost proposal template requires itemized costs and total hours for each of the seven tasks across the two project phases. Contractors must provide their signature, printed name, title, organization name, address, phone number, and email on the completed form. Respondents requesting confidential treatment of proposal information must complete Form 22 Part 2 and mark confidential pages accordingly. No specific contract value or set-aside designations were disclosed in the cost proposal documentation.
