About this file

This is a Request for Proposal issued by the Iowa Department of Natural Resources (DNR) for hazard tree removal services at Lewis and Clark State Park in Monona County, Iowa. The Iowa DNR seeks a qualified contractor to remove dead and dying cottonwood trees from the park in a two-phase project. Lewis and Clark State Park is located near Onawa, Iowa, adjacent to Blue Lake, an oxbow lake formed by the Missouri River. The trees targeted for removal are overmature eastern cottonwoods that likely began growing in the early 1900s and have experienced significant stress due to sustained drought conditions from 2020 through 2025, resulting in over 50% crown dieback for all trees included in the proposal. The RFP opened on December 30, 2025, at 4:30 PM CST, with proposals due on January 30, 2026, at 2:00 PM CST. Sealed bids will remain sealed until the deadline. The contact for this procurement is Colton Lullmann at colton.lullmann@dnr.iowa.gov. Supporting documents include project overview maps, phase-specific maps, roads and trails maps, debris pile location maps, the full RFP for IMPACS, a cost proposal form, and an RFP exceptions form.

Respondents must submit separate technical and cost proposal files and complete all required certifications before proposal submission. Payment discount inquiries are required for both 15-day and 30-day payment terms. Respondents requesting confidential treatment of specific information must complete Form 22 Part 2, mark confidential pages and items clearly within the proposal, and submit a public copy with confidential information excised. The currency for this procurement is US dollars. Additional contract terms and conditions are available on the Iowa DNR website at http://www.iowadnr.gov/InsideDNR/RFPBidLettings.aspx. Respondents must save their progress frequently and acknowledge any amendments posted by the issuing officer by reading the newly posted questions, certifying, and resubmitting their proposals.

Objective: The DNR Seeks to Purchase: Architectural and Engineering services from a qualified AEC firm for the design of the repair of architectural stone façade and retaining walls for Harmon Tunnel at Pammel State Park in Madison County.

Background information: Lewis and Clark State Park is owned and operated by the Iowa DNR and is located in Monona County, Iowa near the town of Onawa, Iowa. The park sits adjacent to Blue Lake which is an oxbow lake created by the changing course of the Missouri River. The soils of the park are mostly sandy and ideal for the growth of eastern cottonwood trees. The current overstory cottonwood trees likely began growing in the early 1900’s and would be classified as overmature.

The region surrounding and including the park began experiencing drought conditions in 2020.

Drought conditions were sustained or became more extreme over the next five years. This drought resulted in a lack of available water for the trees and resulted in stress that the trees could not overcome. As a result, the trees included in this proposal are dead or dying with all showing over 50% crown dieback.
