About this file
This is Addendum No. 1 to a construction project issued by the State of Michigan Department of Military and Veterans Affairs for the renovation of the Armory in Montague, Michigan (Project 26C2024005). The addendum, dated July 19, 2023, modifies and clarifies the original bid documents and was issued to all bidders prior to the bid opening scheduled for July 26, 2023, at 2:00 PM. Key modifications include the addition of 1,000 square feet of roof ballast material removal, expansion of work scope to include Corridor 123 with floor grinding/polishing, new base installation, and wall/ceiling/door painting, and the removal of an ANSUL SPA-50 dry chemical fire suppression system from rooms 103 and 125. The addendum also incorporates four new specification sections for aluminum windows, metal lockers, portable dock equipment, and horizontal louver blinds, along with updated drawing references and clarifications regarding contractor responsibilities for testing, masonry wall removal and restoration in specific rooms, guardrail specifications, and culvert installation details. A pre-bid walk-through meeting was conducted on July 11, 2023, with notes provided as part of the addendum package.
The addendum includes detailed technical specifications for all added products and materials, including aluminum window performance standards (AAMA/WDMA/CSA 101/I.S.2/A440, AW-150 minimum), metal lockers with knocked-down construction from manufacturers such as Republic Storage Systems or Lyon Workspace Products, portable dock equipment with a minimum 100,000-pound lifting capacity, and horizontal louver blinds with 1-inch aluminum slats. Manufacturers of record are listed as basis-of-design products with approved alternatives specified. Warranty periods are established at ten years for windows and glazing from the date of substantial completion, with a three-year contractor installation warranty. The specifications mandate that all testing be the contractor's responsibility, clarify that existing underground fuel storage tanks are steel, and permit contractors to use their own waste management forms rather than those provided. Soil boring information for the site is referenced and attached to the addendum for bidder reference.

1. Type: Wall.
2. Intermediate Support: Provide intermediate support brackets to produce support spacing recommended by blind manufacturer for weight and size of blind.
J. Hold-Down Brackets and Hooks or Pins: Manufacturer's standard.
K. Mounting - Permitting easy removal and replacement without damaging blind or adjacent surfaces and finishes; with spacers and shims required for blind placement and alignment.
1. Provide intermediate support brackets if end support spacing exceeds spacing recommended by manufacturer for weight and size of blind.
2.03 HORIZONTAL LOUVER BLINDS FABRICATION
A. Product Standard and Description – Comply with AWCMA document 1029, unless otherwise indicated, for each horizontal louver blind designed to be self-leveling and consisting of louver slats, rails, ladders, tapes, lifting and tilting mechanisms, cord, cord lock, tilt control, and installation hardware.
B. Concealed Components – Noncorrodible or corrosion-resistant-coated materials.
1. Lifting and Tilting Mechanisms – With permanently lubricated moving parts.
C. Unit Sizes – Obtain units fabricated in sizes to fill window openings.
1. Blind Units Installed between Jambs – Width equal to ¼” per side or ½” total, plus or minus 1/8”, less than jamb-to-jamb dimension of opening in which each blind is installed. Length equal to ¼”, plus or minus 1/8”, less than head-to-sill dimension of opening in which each blind is installed.
D. Installation Brackets – Designed for easy removal and reinstallation of blind, for supporting headrail and operating hardware, and for hardware position and blind mounting method indicated.
E. Installation Fasteners – Not fewer than two fasteners per bracket, fabricated from metal noncorrosive to blind hardware and adjoining constructio0n; type designed for securing to supporting substrate; and supporting blinds and accessories under conditions of normal use.
F. Color-Coated Finish, Metal – For components exposed to view, apply manufacturer’s standard baked finish complying with manufacturer’s written instructions for surface preparation including pretreatment, application, baking, and minimum dry film thickness.
G. Component Color – Provide rails, cords, ladders, and exposed-to-view metal and plastic matching or coordinating with slat color.
HORIZONTAL LOUVER BLINDS 122113 - 3
PART THREE - EXECUTION
3.01 EXAMINATION
A. Examine substrates, areas, and conditions, with Installer present, for compliance with requirements for installation tolerances, operational clearances, and other conditions affecting performance. Proceed with installation only after unsatisfactory conditions have been corrected.
3.02 INSTALLATION, GENERAL
A. Install blinds level and plumb and aligned with adjacent units according to manufacturer’s written instructions and located so exterior louver edges in any position are not closer than 2” to interior face of glass, but not protruding into room interior. Install intermediate support as required to prevent deflection in head rail. Allow clearances between adjacent blinds and for operating glazed opening’s operation hardware, if any.
3.03 ADJUSTING
A. Adjust horizontal louver blinds to operate smoothly, easily, safely, and free from binding or malfunction throughout entire operational range.
3.04 CLEANING AND OPROTECTION
A. Clean blind surfaces after installation, according to manufacturer’s written instructions.
B. Replace damaged blinds that cannot be repaired, in a manner approved by DMVA, before time of Substantial Completion.
