About this file

This document is a Scope of Work and Specifications for Request for Proposal 26A-0212 issued by Mohave Educational Services Cooperative (MESC), an Arizona-based statewide purchasing consortium representing approximately 480 public agencies. The RFP solicits qualified vendors to provide comprehensive food safety and sanitation consulting, educational training, and related supplies. Consulting and training services include hazard analysis, corrective action plans, HACCP principles instruction, compliance reviews, on-site audits and evaluations, staff training, ANSI certification training and testing, and educational instruction covering biological and chemical hazards, cleaning and sanitizing, temperature control, food allergies, hand-washing, personal hygiene, and numerous other food safety topics. Training must be provided in bilingual format (English and Spanish) and tailored for directors, supervisors, on-site trainers, and school personnel. Deliverables include project plans with timelines and evaluation criteria, final reports documenting objectives, methodologies, findings, and recommendations, and training documentation submitted within 3-5 business days after site visits. The pre-proposal conference is scheduled for January 29, 2026, with a deadline for submitting written questions by February 5, 2026, and proposals due electronically by February 12, 2026, at 3:00 p.m. The initial contract term is one calendar year from the effective date of award, with four optional consecutive one-year extensions available based on satisfactory performance and continued competitive pricing.

Pricing must be submitted in unlocked Excel format using percent discounts off manufacturer price lists, firm fixed prices, or combinations thereof, with all pricing subject to MESC's mandatory 1% administration fee; proposals using undefined pricing terms such as "call for quote" or "TBD" will not be accepted. Vendors must provide current manufacturer price lists or catalogs and Safety Data Sheets in English and Spanish for all applicable products. The RFP specifies no set-aside designations or restrictions limiting responses to particular organization types. No incumbent vendors or existing contractors are identified. Award will be based on weighted evaluation criteria including pricing (30 points), offer and acceptance documents and specifications compliance (25 points), vendor qualifications and experience (20 points), supporting contract documents (15 points), and additional information demonstrating capability (10 points). Vendors must comply with extensive federal compliance requirements when federal funds are used, including equal employment opportunity provisions, debarment and suspension certifications, clean air and water act compliance, civil rights compliance, buy American provisions for food purchases, E-Verify requirements, and the Healthy, Hunger-Free Kids Act of 2010 requirements. Mandatory certifications required include the Anti-Lobbying Certification Form, USDA Form AD-1048 Certification Regarding Debarment and Suspension, and the EDGAR Certification. All cleaning supplies and materials must be non-hazardous and environmentally friendly with OSHA-compliant labeling, and products must be effective in hot or cold water and hard or soft water. The RFP does not specify an overall budget value or award amount; MESC reserves the right to award multiple contracts to one or more responsive and responsible offerors.

Request for Proposal 26A-0212

Food Safety and Sanitation Consulting, Educational Training, and Related Supplies

Scope of Work - Specifications

SPECIFICATIONS

Purpose of specifications: Specifications are designed to enable an offeror to satisfy a requirement for a product, material, process, or service. A specification may be expressed as a standard, part of a standard, or independent of a standard. No specification is intended to limit competition by eliminating items capable of satisfactorily meeting the requirements of the procurement. If offeror believes a specification is unnecessarily restrictive, offeror must notify Mohave prior to specified proposal due date and time.

Partial proposals: Mohave may consider partial proposals for award of a contract.

Use of brand names: Brand names, trade names, model numbers, and/or catalog numbers may be used to describe the standard of quality, performance, and other characteristics needed to meet member requirements. Use of the name of a manufacturer, brand, make, or catalog number is not intended to limit or restrict competition, nor does it restrict offeror from the submission of brand equivalent offers. However, Mohave reserves the right to decide whether alternatives are equivalent to the materials and/or equipment described in the solicitation. Mohave shall be the sole judge of equivalent quality, and Mohave’s decision shall be final.

Compliance with specifications: Offerors shall offer products, materials, processes, or services they believe meet the specifications. The fact that a manufacturer, supplier, or offeror chooses not to produce or provide product, material, process, or services to meet the specifications shall not be considered sufficient cause to adjudge the specifications as restrictive.
