About this file
This is a Scope of Work and Specifications document for Request for Proposal 26A-0212 issued by Mohave, a consortium representing approximately 480 public agencies across Arizona. The RFP solicits food safety and sanitation consulting, educational training, and related supplies to serve Mohave's statewide membership. Requested services include consulting and training on food safety programs, hazard analysis, corrective action plans, HACCP principles, and compliance reviews; on-site audits, evaluations, and staff training; development of project plans and final reports; and ANSI certification training and testing for personnel. Educational training covers biological and chemical hazards, cleaning and sanitizing, temperature control, food allergies, hand-washing, personal hygiene, and numerous other food safety topics, with instruction available for directors, supervisors, on-site trainers, and school personnel. Materials and supplies requested include charts, posters, checklists, detergents, disinfectants, gloves, hairnets, sanitizers, thermometers, software, training manuals, and hand care products. Bilingual training and materials in Spanish are specifically requested, along with site-based instruction using multiple formats including videos, PowerPoint presentations, and online classes. Training documentation must be provided within 3-5 business days after each site visit. The contract will be awarded for an initial one-year term with four potential one-year extension options.
The specifications document establishes that offerors must submit compliance statements for each specification, noting exceptions or deviations with clear explanations of how proposed alternatives meet or exceed requirements. Mohave reserves the right to evaluate whether alternate solutions are equivalent to specified materials and equipment, with Mohave serving as the sole judge of acceptable quality. The document references multiple regulatory frameworks including Arizona Administrative Code, Arizona Revised Statutes, Code of Federal Regulations, OSHA guidelines, FDA HACCP standards, and the Globally Harmonized System for Hazard Communication. Supplies must feature OSHA-compliant labeling, environmentally sustainable packaging, and non-hazardous products. Safety Data Sheets in English and Spanish must be provided for all applicable products. The specifications emphasize that brand names are used only to describe quality standards and do not restrict competition, and that partial proposals may be considered for award.

Request for Proposal 26A-0212
Food Safety and Sanitation Consulting, Educational Training, and Related Supplies
Scope of Work - Specifications
SPECIFICATIONS
Purpose of specifications: Specifications are designed to enable an offeror to satisfy a requirement for a product, material, process, or service. A specification may be expressed as a standard, part of a standard, or independent of a standard. No specification is intended to limit competition by eliminating items capable of satisfactorily meeting the requirements of the procurement. If offeror believes a specification is unnecessarily restrictive, offeror must notify Mohave prior to specified proposal due date and time.
Partial proposals: Mohave may consider partial proposals for award of a contract.
Use of brand names: Brand names, trade names, model numbers, and/or catalog numbers may be used to describe the standard of quality, performance, and other characteristics needed to meet member requirements. Use of the name of a manufacturer, brand, make, or catalog number is not intended to limit or restrict competition, nor does it restrict offeror from the submission of brand equivalent offers. However, Mohave reserves the right to decide whether alternatives are equivalent to the materials and/or equipment described in the solicitation. Mohave shall be the sole judge of equivalent quality, and Mohave’s decision shall be final.
Compliance with specifications: Offerors shall offer products, materials, processes, or services they believe meet the specifications. The fact that a manufacturer, supplier, or offeror chooses not to produce or provide product, material, process, or services to meet the specifications shall not be considered sufficient cause to adjudge the specifications as restrictive.
