About this file
The document is a technical specification for an Emergency Outdoors Warning System for a county in Mississippi, detailing requirements for procuring six 1600-watt oscillating electronic sirens. The project involves supplying and installing a comprehensive emergency warning system with specific technical requirements, including a two-way radio-controlled system with 6000-foot estimated coverage, solar-powered operation, and extensive diagnostic capabilities. The system must include siren speakers, speaker cables, siren controllers, radio controls, antennas, encoders, lightning arrestors, and batteries, with installation to be performed on 55' or 60' Class I wood utility poles.
Bidders must be authorized sales and service centers with FCC-licensed technicians, and all major system components must be manufactured in the USA. The specifications mandate strict technical requirements, such as a 24-month warranty with an optional three-year extended warranty, specific speaker and amplifier configurations, and compatibility with the county's existing Zetron Model 5 encoder. Vendors must hold a current Mississippi Contractors License and provide detailed documentation, including a list of equipment, technical manuals, and licensing information. The bid process includes rigorous compliance checks, with any deviation from the specified requirements potentially resulting in disqualification.

TECHNICAL SPECIFICATIONS
EMERGENCY OUTDOORS WARNING SYSTEM
SCOPE:
The purpose of these specifications is to outline the minimum acceptable specifications for an Electronic Siren Warning
System. Each bidder will provide a quote for 6 - 1600-watt oscillating electronic sirens, as described in the specifications listed below. The vendor’s bid shall include siren speaker, speaker cable, siren controllers, siren radio controls, antennas and antenna cables, encoder(s) (see below), lightning arrestors, batteries and installation of all equipment, in accordance with the installation specifications provided within this package.
1.0 GENERAL PUBLIC WARNING SYSTEM SPECIFICATIONS:
1.1 The Public Siren Warning System (herein shall be known as "The System") will be an electronic, high power siren system. The System will consist of 6 oscillating speaker systems that can provide siren warning throughout 360 degrees.
The System shall be a two-way radio-controlled system.
1.2 The estimated coverage for the siren shall be 6000 feet. Siren coverage must be estimated in accordance with
FEMA's Guideline for Outdoor Siren Warning System CPG 1-17, using the 10dB loss per distance doubled, sound attenuation formula.
1.3 Each bidder shall submit, along with their proposal, a list of equipment by model or brand name that is being bid.
1.4 All system components furnished for this project shall be new products currently listed in the vendor’s latest price sheet. All remote sirens, their controls, and encoders (see below) shall be current standard and advertised models.
1.5 Only bids for an electronic siren system will be accepted. Any bid that includes mechanical or electro-mechanical alternate for sirens will be deemed non-compliant and will be disqualified. The fact that a manufacturer chooses not to produce equipment to meet these specifications, providing the above criteria are met, will not be sufficient cause to adjudge these specifications as restrictive.
1.6 Any exceptions to these specifications must be clearly stated point-by-point on a separate attached form. Failure to provide this information will disqualify the bidder.
2.0 WARRANTY:
2.1 Warranty of the system shall be a minimum of 24 months for the siren's components mounted on the pole and encoding equipment (see below). The repair of the warranted parts shall be done at the manufacturer's factory. The cost of repairing these parts shall be included in the 24-month warranty. This excludes any labor cost for removing the defective part, from the siren. Other items submitted, but not manufactured by the bidder, such as computers and printers, wherein the warranty is not included in the factory's warranty must be indicated.
2.2 Additionally, an extended warranty agreement for a period of three years, after the 24 month warranty expires, must include a flat rate repair for all modules, manufactured by the siren manufacturer, located inside the siren's control cabinets and encoders (see below) provided by the bidder. The extended period does not apply to items not manufactured by the siren manufacturer. However, those items must be named. The extended period includes speaker drivers. The flat rate fee must be stated.
3.0 TECHNICAL SUPPORT:
3.1 The bidder must be an authorized sales and service center for the products being bid. The bidder must have FCC licensed technicians.
4.0 SHIPPING:
4.1 FOB will be manufacturer.
5.0 FREIGHT:
5.1 Vendor shall include all freight charges.
