1. Could you please inform me if there is an estimated number of FTE professionals needed for this requirement?

2. Is this a new requirement, or if there is an incumbent?

3. If there is an incumbent, could you please provide the following information :

4. Are the responses to FBO announcement 263-2009-Q (M9)-0312 required to be submitted in hard or soft copies?

5. We typically provide artwork for our clients, with this proposal will you be providing a template to use or allowing us to provide you the creative needed to stand out further with the selected media?

6. What is meant by "banner pages" throughout the RFP?

7. What are you looking for in regards to cost. 1 we buy media and operate solely off the discounted rates theygive to ad agencies or 2 charge by an hourly rate.

8. Is NIH looking for an agency to handle their entire recruitment advertising efforts (strategy to ad creation/placement to report analysis) or do they merely wish to have an agency create an ad template for NIH to use directly on their end with the publication(s) of their choosing?

9. Will media costs be paid by NIH directly to the publication or will the agency bill NIH for the media purchased?

10. Is the $500,000-$800,000 mentioned in the answers to the questions submitted early the amount budgeted for media spend for the next year or is that the amount budgeted to spend with an agency to accomplish the task in the SOW?

11. Who supplies the Camera-ready art to the publications?

Answers

1. There is no specific estimated number of FTE professionals for this requirement.

The bidder is responsible for estimation of required FTE’s for satisfaction of this requirement.

2. This is not a new requirement. The incumbents are The New England Journal of Medicine, Nature magazine and Science,AAAS.

3. The awards were individual purchase orders placed with the aforementioned incumbents on a monthly basis for the past four years. The value of twelve months of awards would total approximately from $500,000 to $800,000.00. The contract numbers were in actuality multiple purchase order numbers such as 263-MD-517538 award to Science,AAAS/ 263-MD-517537 award to Nature/263-MD-605938 award to New England Journal of Medicine.

4. Responses are to be submitted in hard copy form and mailed to the address listed in the solicitation:

5. The contractor shall provide a template or suggestive creation to satisfy the requirement as stated in the Recruitment Advertisement SOW under Deliverables to NIH/OIR.

6. “Bannered Pages “ or in advertisement industry terminology “page impressions” refers to the image or advertisement at the top of a website.

7. The Government is looking for satisfaction of this requirement at a fair and reasonable cost.

10. The amount referenced in the FBO announcement reflected twelve months of orders three years ago. This is not the budget for this project. The contractor’s offer shall cover a base year (12 months) and four (12 month option years) plus incorporate market increases in materials and labor.
