Recruitment Advertisement Statement of Work Introduction and Background
The National Institutes of Health (NIH) is the premier biomedical research organization in the country. One of its missions is to carry out research to advance the diagnosis, treatment, and prevention of diseases. In order to better carry out this mission, the Office of NIH has perceived a need to develop a better recruitment strategy to attract the best scientists for the many types of scientific positions in order to handle the increased complexities of modern biomedical research.
Purpose and Objectives
The purpose of this statement of work is to create an NIH banner page to run in a science journal the second and fourth issues of the month, on which all NIH positions would be advertised to enhance recruitment of the best residents, fellows and physicians from across the world.
The objectives of the contract will be:
To develop a template for a bannered print page; the banner will be designed and provided by NIH
To develop standard templates for one-quarter and one-half page ads that would be available to the ICs
To make available additional bannered pages when required by NIH
To assure that the ads appear as scheduled, when provided on schedule by NIH
Requirements
Given the nature of the contract, the contractor should possess the following skills and qualifications:
· Knowledge of the In Design software and the ability to provide advice as necessary.
· Experience with advertising for scientific positions, both in print and on the web
· Knowledge of and ability to reach out to institutions across the country and world—a world-wide readership
· Possess extensive experience in advertising publicly for scientific positions.
· Posses a minimum of 30 years minimum experience advertising/publishing for scientific positions.
· Possess a minimum of 30 years minimum experience/knowledge and ability to reach out to institutions across the country and a worldwide readership of at least 650,000.
Tasks
The contractor will provide:
· Template for 1-page and 2-page bannered pages
· Templates for all ads to fit on the NIH pages
· Suggested style guide for typesetting
· CD with NIH logos in acceptable format
· Specific instructions from the journal’s production on how to place the individual ads onto the NIH pages, insert rules, and instructions for saving as PDF files
Government Responsibilities
NIH/OIR will be responsible for:
· All costs associated with the preparation of the ads
· Provision of final bannered pages for publication in the journal on bi-weekly basis.
Deliverables
The contractor should deliver bi-weekly editions of the journal containing the bannered NIH pages.
The contractor should delivery monthly reports on the status of the bannered pages on the last day of each month.
The contractor should deliver suggestions for new recruitment strategies based on feedback from the readership once yearly with the December monthly report.
The contractor shall provide to the NIH 25 x 1-page 4-color banner spread for all recruitment positions

Period of Performance
Period of Performance will begin May1, 2009 to April 30, 2014.
Proprietary Rights NIH and the contractor agree, for themselves and on behalf of their personnel, to hold in confidence any proprietary information gained during this engagement. NIH owns all materials developed and used with this contract. Materials may not be adapted without the express written permission of the journal.
Quality Assurance The contractor shall assure the quality of the printed pages
