TECHNICAL EVALUATION CRITERIA
Recruitment Advertisement
The major evaluation factors for this solicitation include past performance, key personnel experience, and clear comprehension of the scope of the work. Although technical factors are of paramount consideration in the award of the contract, cost/price is also important to the overall decision.
Award will be made to the bidder whose proposal provides the combination of features that offers the best or greatest overall value to the Government.
TECHNICAL EVALUATION CRITERIA
Offerors shall submit information sufficient to evaluate their proposals based on the detailed criteria listed below.
The technical evaluation committee when reviewing the technical proposals uses the evaluation criteria. The criteria below are listed in the order of relative importance with weights assigned for evaluation purposes.
1. Experience 50 Points
The Offeror shall provide a record of conforming to specifications and to standards of quality service; adherence to contract schedules including the administrative aspects of performance; and a reputation for reasonable and cooperative behavior and commitment to customer satisfaction. Each offeror will be evaluated on its performance under contracts/accounts for similar services, i.e., years of experience at the National Institutes of Health (NIH) in the area of provision and publication of bannered ads for NIH research positions.
2. Comprehension of the Requirement 25 Points The offeror’s technical proposal will be evaluated on how well the proposal presents a clear understanding of the contract objectives; the degree to which the proposal presents a reasonable, feasible, and sound process or plan for accomplishing the potential tasks specified in the Statement of Work; and how well it demonstrates that the offeror knows the subject well enough to anticipate and avoid problems, and to react appropriately when problems arise.
3. Key Personnel Experience 25 Points The offeror shall identify the availability, qualifications, and experience of all personnel to be employed in direct performance of the work set forth herein. Proposed personnel will be evaluated on the degree to which their qualifications and expertise are relevant to the project and the likelihood of their successfully accomplishing the work. Resumes of proposed personnel will be evaluated based on the length and variety of experience related to the tasks of the contract. Letters of commitment from personnel not presently employed by the offeror shall be included for evaluation.
Past Performance The assessment of the offeror’s past performance will be used as a means of evaluating the relative capability of the offeror and the other competitors. Thus an offeror with an exceptional record of past performance may receive a more favorable evaluation than another whose record is acceptable, even though both may have acceptable technical proposals.
Past performance will not be scored, but the Government’s conclusions about overall quality of the offeror’s past performance will be highly influential in determining the relative merits of the offeror’s proposal and in selecting the offeror whose proposal is considered most advantageous to the Government.
COST/PRICE FACTORS
The government will separately evaluate the prices proposed. A final best-value analysis will be performed taking into consideration the results of the technical evaluation, cost/price analysis, and the ability to complete the work as described. To be considered responsive to this solicitation, the offeror shall provide expected costs and fees for all work to be performed for the basic contract period and each separate option renewal period.
TECHNICAL PROPOSAL INSTRUCTIONS
Technical Proposals must describe the contractors approach for completion of the assigned tasks (do not individually address each proposal task). The descriptions must be sufficient in detail to allow Government technical personnel to evaluate the efficacy of the methods, techniques and procedures used to perform the contract. To this end, the technical discussion included in the technical proposal should indicate that the objectives stated in the RFP are understood and should offer a logical plan for their accomplishment. Proposals, which merely offer to conduct a program in accordance with the requirements of the Government’s scope of work, will not be eligible for award. The offeror must submit an explanation of the proposed technical approach in conjunction with the tasks to be performed in achieving the project objectives. The offeror shall limit the proposal to the following number of pages. The following criteria shall be made part of the technical proposal:

Written Technical Proposals must be limited to 50 pages total, including tables of content, indexes, title pages, and cover sheets. Pages shall be single-spaced. Consecutively number all pages. Include all charts, graphs and pictures in the page count.
