Temple Ave CEC Grant Phase 1 - EV Charging and Energy Storage System
This is a construction contract document prepared by the City of Long Beach Department of Public Works for the Temple Avenue Community Electric Cooperative (CEC) Grant Phase 1 project located at 2600 Temple Avenue, Long Beach, California 90806 (Project No. 064378). The project involves installation of electric vehicle (EV) charging infrastructure and battery energy storage system (BESS) improvements at a municipal fleet services facility. The scope of work includes installation of ten Level 3 EV chargers with dual-port capability, five 200 kilowatt power blocks, one 1-megavolt-ampere isolation transformer, a 4,000-ampere switchboard, three battery energy storage containers rated at 836 kilowatt-hours each, one microgrid interconnection control box, one EPC CAB inverter rated at 800 kilowatts, associated electrical conduit and cabling, concrete foundation pads for all equipment, site civil work including parking stall modifications and ADA compliance features, and complete commissioning and testing protocols. The contract documents comprise 33 sheets of detailed plans, specifications, electrical schematics, and equipment datasheets prepared by Buro Happold Engineering.
The project is funded through a grant mechanism and incorporates advanced microgrid control technology via the ELM FieldSight system for managing power flow between the grid, battery storage, and EV charging loads. The design includes comprehensive fire safety features with eight protective levels including off-gas detection, active venting systems, smoke and heat detection, and battery thermal management. All equipment is specified to meet or exceed current safety codes including NFPA 855, UL 9540, and California Building Code requirements. The concrete work includes pedestrian-rated paving and multiple equipment foundation pads designed for seismic loading in Risk Category II per ASCE 7-16. The project incorporates time-of-use energy management capabilities with import-only mode restrictions per UL 3141 guidelines to comply with utility interconnection standards and maximize the financial benefits of grid services during peak demand periods.
