About this file

This is a Comprehensive Environmental Review Process (CERP) document from the Illinois Department of Natural Resources detailing a tree removal project at Lewis & Clark State Historic Site in Madison County. The project proposes the removal of up to seventy-eight (78) overstory woody trees, predominantly dead or dying Ash trees ranging from 12 to 24 inches in diameter, affecting approximately 1.0 acres across eight designated zones throughout the site. The scope of work includes felling trees using chainsaws, chipping small branches and limbs, removing remaining trunks and branches offsite, grinding stumps to a depth of 6 inches below ground level, and repairing and reseeding any rutted earth caused by equipment. Tree removal operations must occur between November 15 and March 31. The project is being undertaken by the Illinois Department of Natural Resources due to liability concerns and the trees' classification as life, health, and safety hazards per OSHA standards. Contact persons are Michael Rhodes and Brad Winn (217-441-1868), with a proposed start date of ASAP.

The project is funded through IDNR Capital funding sources and does not fall within a Federal Aid Project boundary. The CERP review, completed on November 21, 2025, by Justin Dillard (CERP Program Manager, 217-557-6723), was approved with restrictions. The site superintendent, Brad Winn, approved the project on November 20, 2025. The document includes detailed GPS coordinates for each of the eight tree removal zones, a location map showing the site's position in Township 4 North, Range 9 West, Section 16, and a schematic site plan identifying specific tree locations and quantities within each zone relative to buildings, parking areas, picnic areas, and the Settler's Cabin.
