About this file
This is a bid set of construction documents for the State Road (SR) 60 Trailhead Park project prepared for the City of Clearwater, Florida Parks and Recreation Department. The project scope includes creating a new trailhead to support the Courtney Campbell Causeway pedestrian overpass and adjoining trail system, with site improvements comprising landscaping, irrigation systems, concrete pads and sidewalks, site furnishings (benches, picnic tables, Adirondak chairs, waste receptacles, drinking fountain, bike racks, and bike repair station), and regulatory/informational signage. The contract period is three months or 90 consecutive calendar days from the Notice to Proceed. The construction documents include detailed planting plans, irrigation system specifications, and planting specifications prepared by Design Group International, Inc. and Terra Tectonics, with landscape architect Birgit Kibelka (FL LA2035) as the responsible professional. The bid plans are dated 100% Construction Documents as of February 18, 2026, with permit set dated March 17, 2026, under contract number 25000613.
The irrigation system design utilizes reclaimed water as the primary source and incorporates Hunter and Rainbird equipment with solar sync controllers, bubbler systems for trees, rotors for turf areas, and spray heads for shrub and groundcover beds. All landscaping must comply with Florida Department of Agriculture Consumer Services Division of Plant Industry standards and Florida Nurserymen's and Grower's Associations approved practices, with all plant materials graded as Nursery Grade No. 1 or better. The landscape contractor is responsible for providing a written guarantee of plant survivability for twelve months from final acceptance by the City Project Manager. All irrigation shop drawings require approval by the City Project Manager prior to commencement of work, with the system subject to inspection and acceptance before backfilling or mulch installation. The contractor must provide one fixed project sign as described in the contract documents and coordinate all material installations with the City Project Manager at (727) 444-8584.
