About this file
This document is a Request for Quote (RFQ) for well repair services at Quemado Lake Recreation Site on the Gila National Forest in New Mexico. The USDA Forest Service seeks a firm-fixed-price contract to repair an inoperable well system and restore full water functionality. This 100% small business set-aside procurement uses NAICS code 221310 (Water Supply and Irrigation Systems) with a $41 million size standard. The contractor must furnish all labor, tools, equipment, software, supervision, transportation, and materials to perform work including removal and replacement of failed well components, installation of new hardware, electrical connections, testing, and limited roadway rehabilitation to enable safe equipment transport. All work must comply with applicable federal, state, and local regulations.
Quotes must be submitted electronically in PDF format to shavera.leveille@usda.gov by 1700 MST on February 13, 2026, with pre-award questions due by 1700 MST on February 6, 2026. The estimated period of performance runs from March 2, 2026 to April 1, 2026, with work to start no later than 10 days after Notice to Proceed and completion required within 7 calendar days of project start. Proposals are evaluated on three factors in descending order of importance: Technical Capability (well repair/road repair methodology, schedule/logistics, and key personnel qualifications), Past Performance (three similar projects within the last five years), and Price. The government will award a firm-fixed-price contract to the responsive small business concern offering the best value considering both price and non-price factors. All contractors must be registered in the System for Award Management (SAM) database to be eligible for award. Invoices must be submitted via the Department of Treasury's Invoice Processing Platform (IPP).

Project Well Repair at Quemado Lake
General Information
1.0 Scope of Work
The contractor shall repair the existing well at the Quemado Lake Recreation site to restore full water functionality. Work shall include removal and replacement of failed components, installation of new hardware, electrical connections, and testing. In addition to the well system replacement/repair, the contractor shall perform limited roadway rehabilitation to enable safe transport and operation of equipment that is required for the work. All work must comply with applicable federal, state, and local regulations. Contractor is responsible for all labor, tools, equipment, permitting, and materials.
2.0 Background
The current well system at Quemado Lake is inoperable and requires repair. This project ensures reliable water access for the public and USFS personnel. The recreation site is scheduled to open by May 10th, and failure to restore water service will delay this opening indefinitely. A traditional competitive procurement would exceed the time available to complete installation before peak season. The delay in site opening would:
• Impact public health and safety (no water supply)
• Cause loss of program revenue
• Damage public perception and service reliability
• Increase the risk of unauthorized access and environmental degradation due to unmanaged visitation
Below is a photo of the site. The area and line marked in bright green are the road and well location respectively.
Contractor Requirements/ Statement of Work
3.0 Technical Requirements / Tasks
