About this file

This is a Questions and Answers document for federal contract opportunity 127EAV26Q0022 addressing the Quemado Lake Well Repair project. The document provides clarifications to inquiries submitted by potential contractors regarding the scope of work, specifications, and site conditions.

The primary work consists of two main components: (1) Well Pump System Replacement requiring installation of a 1.5 horsepower, 5 GPM Goulds submersible pump and motor assembly; a 1.5 horsepower control box compatible with the pump motor; and a PumpTec Plus pump protection device (or approved equivalent) for dry-run and overload protection. The contractor must remove and dispose of failed components in accordance with New Mexico Environment Department (NMED) standards, install new equipment per manufacturer specifications and NMED standards, perform electrical connections and grounding, conduct startup and functional testing, and provide as-built documentation to the Contracting Officer's Representative. (2) Dirt Access Route Maintenance involving approximately 250-300 linear feet of unsurfaced access requiring vegetation clearing, regrading with on-site material, and drainage restoration, limited strictly to the existing corridor without new ground disturbance. Additional details provided include two applicable water system numbers (NM3500502 and NM3580202) for state engineer coordination, clarification that electrical infrastructure is located in a pump house 50-70 feet south of the well with existing conduit providing access, and site coordinates (Latitude: 34°8'22.53"N; Longitude: 108°29'19.33"W). All work must comply with OSHA safety requirements, NMED standards, the National Electrical Code, and standard industry practices.

Questions and Answers/Additional Information on Scope of Work

1. Is there a more detailed scope of work?

2. Is there a quote or analysis of the issues with the well either from the Forest Service or from another vendor?

3. Is there a well log or details regarding the well construction including pump type?

Parts needed include:

- 1.5hp 5gpm Gould’s pump and motor

- 1.5hp control box

- Pump tec Plus

For a more detailed scope see below:

2. Scope of Work

The Contractor shall furnish all labor, materials, equipment, tools, supervision, transportation, and incidentals necessary to complete the work described herein.

2.1 Well Pump System Replacement

The Contractor shall remove and replace failed well pump system components and ensure the system is fully operational upon completion.

Required components (or approved equal):

• One (1) 1.5 horsepower, 5 gallons-per-minute (GPM) Goulds submersible pump and motor assembly.

• One (1) 1.5 horsepower control box compatible with the installed pump motor.

• One (1) PumpTec Plus pump protection device, or equivalent, to provide dry-run and overload protection.

Tasks include:

• Removal and proper disposal of the existing failed pump, motor, control box, wiring, and associated components in accordance with NMED standards.

• Installation of the new pump, motor, control box, and PumpTec Plus device in accordance with manufacturer specifications and NMED standards.

• Electrical connections, grounding, and integration with the existing power supply system.

• Startup, functional testing, and verification of proper flow and system operation.

• Documentation of installed equipment, including model numbers and test results, provided to the Contracting Officer’s Representative (COR).

2.2 Dirt Access Route Maintenance

Approximately 250-300 linear feet of existing unsurfaced access route requires minor maintenance to allow vehicle access to the well site. This work is intended solely to restore basic passable conditions and does not constitute road construction or improvement.

The Contractor shall:

• Clear minor vegetation and obstructions within the existing disturbed travel corridor as needed for vehicle passage.

• Regrade and smooth the existing dirt surface using on-site material to remove ruts, washouts, or irregularities that impede access.

• Restore natural surface drainage to prevent standing water or concentrated erosion within the existing travel way.

• Limit disturbance strictly to the existing roadway footprint and avoid new ground disturbance outside the established corridor.

3. Deliverables

The Contractor shall provide:

• A fully installed and operational well pump system meeting the specified requirements and NMED standards.

• A passable dirt access route for the specified 250-300-foot segment.

• As-built documentation of installed components and test results.

• Final inspection and acceptance documentation signed by the COR.

4. Performance Requirements

• All work shall comply with applicable federal, state, and local codes and regulations.

• Electrical work shall comply with the National Electrical Code (NEC).

• Workmanship shall meet standard industry practices for well installation and low-volume access route maintenance.

• The pump system shall be tested to verify proper operation and protection device functionality.

5. Safety and Environmental Compliance

The Contractor shall:

• Comply with all OSHA safety requirements.

• Comply with all NMED standards.

• Minimize disturbance outside the well site and existing access route.

• Implement basic erosion control as necessary to prevent sediment movement from disturbed areas.

• Dispose of removed materials in accordance with applicable regulations.

4.We reached out to the state engineers and they were unable to pull that well ID do you have a permit number or a file number by chance?

There seems to be two separate water system numbers NM3500502 and NM3580202. Please use either one of these numbers when reaching out to the state engineers.

5. I have a few questions on the electrical components. I got this picture from SAM.gov and it shows the electrical conduit to the well that comes up through the concrete. Is there an existing panel to mount the control box and pump tech on, or do we need to route the wires from top of the pit less adaptor somehow? I cannot find a picture that shows a panel. I appreciate any help on this.

The existing electrical infrastructure is located in the pump house about 50-70 feet away to the south. That conduit visible in the photo leads to the pumphouse where the control box etc. are

in. All access would be either in the conduit shown in the photo or at the end point in the pumphouse.

6. Can you provide the coordinates?
