About this file

This is a Sole Source Justification document for a limited competition procurement by the National Institutes of Health Clinical Center, Department of Perioperative Medicine. The requirement is for the purchase of an EndoDry Cabinet, a specialized medical equipment storage solution designed to safely store endoscopes while protecting them from damage and contamination in a controlled environment. The justification cites the cabinet's unique capability to provide continuous instrument air drying support—a feature exclusive to Steris Corporation among manufacturers identified during market research. The procurement authority is based on FAR 13.106-1(b), which permits sole source acquisition when only one source is available, and is valued between $10,000 and $250,000.

The Department of Perioperative Medicine determined that the EndoDry Cabinet is essential for adhering to industry standards and best practices for endoscope storage between patient use, thereby reducing equipment damage and associated repair and replacement costs. Critical to the justification is that each cabinet drawer can be configured with expiration dates for scope removal and reprocessing, and the department's existing infrastructure is already equipped to support this cabinet's specifications. The contracting activity identified that alternative drying cabinets utilizing HEPA filtration rather than instrument air cannot meet the minimum storage and installation requirements. The NIH Office of Acquisition represents the contracting agency, with the purchase request numbered POTS. The document was signed on July 27, 2026, and no competing sources or steps to improve competition were identified at the time of justification.

JUSTIFICATION FOR LIMITED COMPELTITION

LIMITED SOURCES / BRAND NAME / SOLE SOURCE

($10,000 TO $250,000)

1. Requiring Activity: National Institutes of Health (NIH), Clinical Center (CC), Department of Perioperative Medicine.

2. Contracting Agency: NIH, Office of Acquisition, CC

3. Purchase Request#: POTS

a. Description of Requirement: The Department of Perioperative Medicine is requesting the purchase of an EndoDry Cabinet to support safe storage of endoscopes by protecting them from damage and contamination in a controlled environment. Reducing endoscope damage and improving the storage conditions leads to cost savings due to repairs and replacements of damaged scopes which happen when scopes are handled frequently between patient use. Additionally, this process is best practice when turning over scopes in between patients.

4. Authority permitting other than full and open competition (Check as applicable):

· GSA Federal Supply Schedules or Blanket Purchase Agreement:

__ _ FAR 8.405-6(a) (Circle as applicable):

A. An urgent and compelling need exists, and following the procedures would result in unacceptable delays;

B. Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; or

C. In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issue under sole-source or limited-source procedures.

__ FAR 8.405-6(b):

Item(s) is peculiar to one manufacture (brand name, product, or feature of a product, is peculiar to one manufacturer, whether available on one or more schedules).

· Open Market:

__X_ FAR 13.106-1(b):

Only one source available (e.g., urgency, exclusive licensing agreement, brand name product, etc.).

5. Justification for action:

The purchase of this Endodry cabinet will ensure that the department adheres to industry standards and provide best practice.

6. Market Research/Other Facts:

Steris has been the only company found that provides a drying cabinet using instrument air versus HEPA filtration. Additionally, each drawer within the cabinet can be set with an expiration date as to when the scope should be removed and reprocessed. The department is already outfitted to support this cabinet based on the provided specs. Purchasing a different cabinet will not meet the minimum requirements for storage or the requirements for installation. The cabinet must provide continuous instrument air drying support.

7. Suggested Sources(s):

Not at this time.

8. Steps to improve competition:

N/A I hereby certify this justification is accurate/complete to the best of my knowledge and belief.
