About this file
This is a Price Proposal form for Request for Bid (RFB) 2026-RFB-008 issued by Dane County, Wisconsin's Highway & Transportation Department for aggregate materials used in surface treatment applications as cover material for asphalt sealcoat work. The bid solicits pea gravel and granite or quartzite aggregate to be delivered to four designated county highway locations: CTH A (CTH D to CTH MM), CTH B (CTH MM to USH 51), CTH J (STH 78 to CTH S), and CTH KP (USH 14 to STH 19). Total procurement quantities are 4,100 tons of pea gravel and 3,600 tons of granite/quartzite aggregate across all locations, with line item quantities ranging from 750 to 1,300 tons per material type per location. Bidders must submit electronic responses via the County's eProcurement Portal by February 23, 2026, at 2:00 p.m., with a deadline for submitting questions by February 13, 2026, at 4:00 p.m. All materials must be delivered or made available for pickup by May 28, 2026, with a minimum of 600 tons per day during normal working hours required under Option A. The contract term is one year with pricing fixed throughout the term.
Bidders must submit pricing on a per-ton basis for materials and per-ton-per-mile basis for hauling costs, with all pricing inclusive of labor, delivery, and all expenses necessary to provide compliant aggregate. Two delivery options are available: Option A requires vendors to deliver materials to designated county locations, while Option B allows Dane County to pick up materials from the vendor's stockpile. Bidders must specify the source pit or quarry, provide complete pit location information including street addresses and contact details, and identify which materials are available at which pits. Failure to meet the May 28, 2026, delivery deadline results in liquidated damages of $100 per day. The County will evaluate proposals based on cost, past performance, service reputation, and proximity to minimize hauling costs, and reserves the right to award contracts on a per-item or total net bid basis. Bidders must maintain Commercial General Liability insurance of not less than $1,000,000 per occurrence, Commercial/Business Automobile Liability insurance of not less than $1,000,000, Environmental Impairment Liability insurance of not less than $1,000,000 per occurrence, and Workers' Compensation insurance at Wisconsin statutory limits, with Dane County named as an additional insured on applicable policies. No incumbent vendors, local vendor purchasing preferences, local content preferences, or set-aside designations for disadvantaged enterprises are identified in the bid documentation.
