About this file
This is a Justification for Limited Competition/Sole Source document supporting a procurement for a Preventative Maintenance Agreement (PMA) for a da Vinci Xi Surgical Robot system. The National Institutes of Health Clinical Center's Department of Perioperative Medicine seeks to establish a PMA with SDV Medical, a Service-Disabled Veteran-Owned Small Business, to ensure uninterrupted surgical capabilities for urologic, thoracic, and oncology procedures. The maintenance agreement is essential to maintain Joint Commission compliance and prevent lapses in service, as all patient-contact equipment must have active preventative maintenance coverage. The da Vinci Xi Surgical System, which features HD vision and robotic-assisted minimally invasive surgical capabilities combined with targeted cancer gene therapy, is manufactured exclusively by Intuitive Surgical, Inc.
SDV Medical is the sole authorized service provider approved by Intuitive Surgical to deliver PMA services for the da Vinci Xi system in the United States, as Intuitive does not distribute through group purchasing organizations or alternative distribution channels. The justification supports the use of FAR 13.106-1(b) authority for sole-source procurement based on the unique nature of the requirement and the unavailability of competing sources. The procurement is valued between $10,000 and $250,000, and the justification was submitted by the Department of Perioperative Medicine's technical expert on July 1, 2026. No market research alternatives are available, as no other company currently possesses the proprietary authorization to provide equivalent maintenance services for this equipment.
