Statement of Work

Air Traffic Control Tower Cab Glass Fabrication Contract

SOW

Introduction/Background:

The FAA Logistics Center (FAALC) located at the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, OK is seeking to establish an Indefinite-Delivery type contract with a one-year base period and four one-year option periods with an experienced, technically qualified architectural glass fabrication company to provide Airport Traffic Control Towers (ATCT) replacement Cab Glass units.

Cab Glass units are big, heavy, highly customized and manufactured to order per site-specific requirements. The composition of ATCT Cab Glass units vary across the country, from insulating glass units (IGUs), laminated glass units, laminated insulating glass units, to monolithic single pane glass. Broken or fogging Cab Glass can impair the Airport Traffic Controller’s line-of-site to the Airport and present a serious physical and operational safety concern to Air Traffic operations.

Timely Cab Glass replacements with the highest quality glass are essential to safe continued FAA operations.

Request for Services:

iii. Cab Glass materials, products, services, and delivery description clarifying notes:

Note 1: Insulating Glass Units (IGUs) are highly customized and manufactured to order, based on site-specific measurements and product component determinations. For cost comparison purposes, Contractor shall provide a “Price per Square Foot” quote for each line item based on the following sizes:

(1) Area < 65 ft2 with Base and Height < 96

(2) Area 65 ft2 to 100 ft2 with Base and Height 96” to 120”

Estimated Annual Quantities listed in the solicitation are for cost comparison purposes only and may or may not reflect actual product demand.

Note 2: Laminated glass units are highly customized and manufactured to order per site-specific measurements and product component determinations. For cost comparison purposes, provide a “Price per Square Foot” quote for each line item based on the following two size categories:

(1) Area < 65 ft2 with Base and Height < 96”

(2) Area 65 ft2 to 100 ft2 with Base and Height 96” to 120”

Estimated Annual Quantities listed in the solicitation are for cost comparison purposes only and may or may not reflect actual product demand. Although some ATCT replacement units may require the laminating of more than two glass lites, for purposes of cost comparisons only two-lite laminated units shall be quoted.

Note 3: Monolithic glass units are highly customized and manufactured to order per site-specific measurements and product component determinations. For cost comparison purposes, provide a “Price per Square Foot” quote for each line item based on the following sizes:

(1) Area < 65 ft2 with Base and Height < 96”

(2) Area 65 ft2 to 100 ft2 with Base and Height 96” to 120”

Estimated Annual Quantities listed in the solicitation are for cost comparison purposes only and may or may not reflect actual product demand.

For cost comparison purposes, provide a “Price per Square Foot” quote for the additional costs associated with each line item. Additionally, most ATCT Cab Glass replacement units will require non-rectangular shapes requiring one rake side and/or two rake sides.

For cost comparison purposes, provide a “Percentage” quote applied to the total cost of the basic material CLINs referenced in the line item description for the additional costs associated with each line item. Estimated Annual Quantities listed in the solicitation are for cost comparison purposes only and may or may not reflect actual product demand.

Note 5: Crating and Transportation: The anticipated quantities will typically be 2-4 glass units per order, but no more than 16 units. For cost comparison purposes, provide a “Price per Crate” quote for each crate size listed (small, medium, and large). Transportation cost shall include all costs associated with F.O.B. DESTINATION (delivery of product(s) to the FAALC / MMAC in Oklahoma City), retaining the driver and truck at the site for up to two hours.

Note 6: Original Equipment Manufacturer (OEM) Field Support will be quoted individually with the particular order on an as-required basis and as requested by the Government. The Government has set the not-to-exceed (NTE) dollar amount, so no price quote is required on this line item. OEM Field Support includes but is not limited to shipment outside the MMAC in Oklahoma City, special glass coating, heat strengthening, expert consultation, failure review, failure mode analysis, special conditions, product customization, site survey, travel, lodging, installation observation, training and certification, emergency replacement panels, and purchases not listed as a CLIN.

4. All products shall be made available for “on demand” inspection by the Government, including point-of-material assembly (factory) and on-site-receipt inspection (ATCT site or the MMAC site). The Government may conduct inspections to determine Contractor compliance with the attached specification.
