About this file

This is Addendum No. 1 to a construction contract issued by the State of Hawaii Department of Land and Natural Resources, Division of State Parks, for flooring and interior repainting services at Kalopa State Recreation Area in Hamakua, Hawaii (Job No. 26-SPH-001). The project encompasses replacement of cabin flooring with sheet vinyl and repainting of existing painted surfaces within six cabins. A voluntary pre-bid conference and site visit was conducted on May 13, 2026, at 10:00 a.m. at the project site. The Request for Information (RFI) deadline is May 15, 2026, with sealed bid submissions due by 4:00 p.m. on May 22, 2026, through the Hawaii State e-Procurement (HIePRO) system. Bidders must possess a valid State of Hawaii Contractor's License with General B classification. The addendum clarifies that vinyl composition tile (VCT) flooring in Cabins 2A and 2B (12x12 tiles) has been tested and documented in the hazardous materials report, that painting is limited to surfaces with existing paint only and shall not extend to stained surfaces, and that contractors shall submit paint submittals with colors to be provided by the State. No specification section 09900 for painting is provided, and sheet vinyl products equal to or similar to homogeneous resilient sheets will be accepted.

The project requires contractors to account for prevailing wage compliance under Hawaii Revised Statutes Chapter 104, with certified payroll submitted weekly within seven calendar days of the pay period end. Contractors are solely responsible for jobsite safety, all required personal protective equipment, best management practices, and barricades, and must provide a porta-potty for the duration of the project unless otherwise specified. The cabins are currently closed to public use, and site access, parking, work hours, and park visitor hours will be determined at the pre-construction meeting. Hazardous materials testing identified lead-containing paint in fair to poor condition on select components, requiring compliance with OSHA and HIOSH standards during renovation activities. The estimated construction cost is $150,000, which does not trigger apprenticeship agreement preference requirements under HRS 103-55.6. Project completion is required within 180 consecutive calendar days from the written notice to proceed, with liquidated damages assessed at $150.00 per calendar day for delays.
