About this file
This is a References form for the City of Palm Bay, Florida's Invitation to Bid (26-ITB-26) for Canal Clearing services. The solicitation seeks sealed electronic bids for vegetation removal from eight designated canal locations totaling 8,851 linear feet, with all tree stumps to be treated with herbicide to prevent regrowth. The contractor must furnish all labor, equipment, materials, and supervision necessary to maintain stabilized and accessible embankments across multiple city locations including Tupelo Road SW, Brickell Street SE, Wyoming Drive SE, Tea Avenue SE, Tooley Road SW, Garvey Road SW, Pebble Avenue NE, and Pepper Street NE. Bids are due electronically through the City of Palm Bay's Bonfire platform by March 31, 2026, with questions due by March 10, 2026 at 5:00 PM. Award will be made to the lowest responsible and responsive bidder whose qualifications best serve the City's interests, and the successful bidder must execute the agreement and furnish required bonds and insurance within fifteen days of receiving the Notice of Award.
Bidders must provide a minimum of three references from companies for which they are currently providing similar canal clearing and vegetation removal services, including the company name, contact information, contract dates, contract value, and a description of work performed. The contractor must perform a minimum of 50 percent of total work with their own organization and provide comprehensive general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, along with workers' compensation insurance as required by Florida law and performance bonds equal to the contract price. Progress payments will be made monthly with a five percent retainage until final completion, governed by Florida's Local Government Prompt Payment Act. The City will provide preference to businesses with certified drug-free workplace programs when bids are equal in price, quality, and service, and all bidders must comply with Florida Statutes requirements including E-Verify employment eligibility verification and public entity crime provisions.
