Award will be made to the lowest responsible and responsive bidder whose qualifications best serve the City's interests, and the successful bidder must execute the agreement and furnish required bonds and insurance within fifteen days of receiving the Notice of Award.

The General Requirements establish minimum standards of quality and specify contractor responsibilities for coordination, quality control, temporary facilities, and environmental compliance. The contractor must arrange and pay for testing laboratory services, provide temporary water supply and sanitary facilities, implement noise and dust control measures, ensure proper water disposal with prior approval from authorities, and take sufficient precautions to prevent pollution and siltation of waterways and adjacent properties. The contractor is responsible for mold and mildew remediation including testing, cleaning, and retesting prior to facility closure. Bid submissions must be accompanied by a bid bond or certified/cashier's check equal to five percent of the total bid amount, and the contractor must perform a minimum of 50 percent of the total work with its own organization and maintain general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, along with performance and construction bonds equal to the contract price.

SECTION 01000

GENERAL REQUIREMENTS

The plans and specifications are an integrated part of the Contract Documents and as such will not stand alone if used independently. The plans and specifications establish minimum standards of quality for this project. They do not purport to cover all details entering into the design and construction of materials or equipment.

COORDINATION

Cutting and Patching:

1.1 The Contractor shall do all cutting, fitting and patching of his work that may be required to make its several parts come together properly and integrate with such other work. The Contractor shall not endanger any work of others by cutting, excavating or otherwise altering their work and will only cut or alter their work with the written consent of the Engineer and the others whose work will be affected.

QUALITY CONTROL

Testing Laboratory Services:

2.1 Arrangements for testing laboratory services will be made by the CONTRACTOR.

TEMPORARY FACILITIES AND CONTROL

Temporary Water Supply:

3.1 The Contractor shall make all necessary applications and arrangements and pay all fees and charges for water necessary for the proper completion of the project up to the time of final acceptance. The Contractor shall provide and pay for any temporary piping and connections.

Temporary Sanitary Facilities:

3.2 The Contractor shall provide adequate sanitary facilities for the use of those employed on the work site. Such facilities shall be made available when the first employees arrive on the site of the work, shall be properly secluded from public observation, and shall be constructed and maintained during the progress of the work in suitable numbers and at such points and in such manner as may be required.

The Contractor shall maintain the sanitary facilities in a satisfactory and sanitary condition at all times and shall enforce their use. He shall rigorously prohibit the committing of nuisances on the site of the work, on the lands of the City or on adjacent property.

The City shall have the right to inspect such facilities at all times to determine whether or not they are being properly and adequately maintained.

Noise Control:

3.3 The Contractor shall provide adequate protection against objectionable noise levels caused by the operation of construction equipment.

Dust Control:

3.4 The Contractor shall provide for adequate protection against raising objectionable dust clouds caused by moving construction equipment, high winds or any other cause.

Water Control:

3.5 The Contractor shall provide for satisfactory disposal of surplus water and shall submit a plan to the Engineer for his review prior to initiation and implementation of the plan. Prior approval shall be obtained from the proper authorities for the use of public or private lands or facilities for such disposal.

Pollution, Siltation, and Erosion Control:

3.6 Contractor shall provide for and take sufficient precautions to prevent pollution of private lands, reservoirs, ponds, rivers, streams, creeks, etc. by the disposal of surplus materials in the forms of solids, liquids or gases including but not limited to fuels, oils, bitumens, calcium chloride or other harmful materials. He shall conduct and schedule his operations so as to avoid or otherwise minimize pollution or siltation of streams, lakes and reservoirs and to avoid interference with movement of migratory fish. Where there is a high potential for erosion and subsequent water pollution, the Contractor shall not expose, by construction operations, except as necessary for efficient construction operations, and the duration of exposure of the uncompleted construction to the elements shall be as short as practicable.

Erosion control features shall be constructed concurrently with other work and at the earliest practicable time.

Contractor will take all steps necessary to ensure mold and mildew are cleared prior to closing in the facility. This should include any testing, cleaning, and retesting of the facility.

General:

3.7 Whenever reference is made to the furnishing of materials or testing thereof to conform to the standards of any technical society, organization or body, it shall mean the latest standard, code, specification or tentative specification adopted and published on or before the date of Advertisement for Bids for this project, except as specifically noted in the specifications and plans.
